On November 1, at the joint sitting of the NA Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs, the preliminary debates of the draft RA law on the RA State Budget for 2024 continued.
The Chief of Staff of the Constitutional Court Samvel Arakelyan said that in 2024, the Constitutional Court will also implement 1 programme with 3 measures. As in previous years, 90% of the money to be received in the coming year will be used for the payment of the salaries and bonuses, and 10% will be used for the maintenance of the Constitutional Court. The reserve fund is 18 million AMD.
23 billion 156 million 656 thousand AMD has been set in the draft of the 2024 state budget for the implementation of the programmes of the Ministry of Justice . The budget application has decreased. This was stated by the Minister of Justice Grigor Minasyan, while presenting to the Ministry the budget allocations and spending directions.
According to the Minister, the Ministry will implement 7 programmes. Compared to 2023, the expenses decreased by 2 billion 202 million AMD.

The Head of the Judicial Department of the Supreme Judicial Council Nairi Galstyan presented the draft budget of the Supreme Judicial Council for 2024, which is about 18.9 billion AMD in 2024.
According to the rapporteur, the aim of the programme implemented by the Supreme Judicial Council is to guarantee the independence of the judiciary, ensure normal functioning and the right to judicial protection. The structure is planning to carry out 25 measures aimed at ensuring the normal operation of the Supreme Judicial Council.
The Secretary General of the RA General Prosecutor’s Office Mher Aprikyan introduced the budget allocations of the General Prosecutor’s Office for the coming year. 3 programmes are planned to be implemented in 2024. About 10 billion 53 million 840 thousand AMD is planned for the implementation of the programmes.
Touching upon the programme concerning expert services, Mher Aprikyan informed that the 872 million 800 thousand AMD provided by the state budget for 2024 exceeds the amount provided in 2023 by 37 million 133 thousand AMD.
The Head of the RA State Supervision Service Romanos Petrosyan presented in detail the measures to be implemented in 2024.
It was noted that 956 million AMD will be allocated to the Staff of the RA State Supervision Service, which is 477 million AMD less than the allocation in 2023. 4 million 693 thousand AMD will be allocated to the capital expenditures, the rest are current expenses. 1 programme with 2 measures will be implemented.
About 956 million AMD has been planned for the measure Ensuring the implementation of supervisory powers reserved to the RA Prime Minister by the RA constitution and laws. Second, 4.7 million AMD has been designed for the implementation of the measure Improving the technical saturation of the RA State Supervision Service.
The Chairman of the RA Investigative Committee Argishti Kyaramyan stated that the Staff of the Investigative Committee will implement 1 programme with 6 measures, for which it is planned to allocate 17 billion 462 million AMD, which is 4 billion 478 million AMD more than the allocation of 2023. 257 million AMD will be allocated to the capital expenditures, the rest are current expenses.
The main programme to be implemented in 2024 is the RA investigative services programme.
It was mentioned that specific amount of money has been planned for the implementation of all the measures. About 21 million AMD has been planned for the training of specialists.
The application of the Corruption Prevention Commission consists of one programme and two measures. Under this measure, the Commission’s budget application amounted to 412 million 826 million AMD, out of which 342 million 670 thousand AMD will be allocated to remuneration, and the rest to the development and implementation of the programmes aimed at raising educational and public awareness of issues regarding the fight against corruption. The Chair of the Corruption Prevention Commission Haykuhi Harutyunyan also presented and detailed a number of other provisions of the programme.
The Chairman of the Anti-Corruption Committee Sasun Khachatryan noted that 3 billion 695 million AMD has been allocated for the implementation of criminal proceedings and operative investigative activities, which is about 11.8% more than in 2023.
According to the Chairman of the RA Central Electoral Commission Vahagn Hovakimyan, 984 million 592 thousand AMD is planned to be allocated to the structure with the 2024 RA state budget.
Vahagn Hovakimyan also informed that the electoral system development strategy is being developed.
