During the execution of the state budget the Government, by its establishment order, about three percent of the total sum of the allocations established by law on the stat budget of the year, the sums of allocation established by on them can redistribute, if other thing is not envisaged by the law on state budget of the current year between the programmes established by the given law, as well as the programme measures.
The key rapporteur, the RA Deputy Minister of Finance Vahan Sirunyan said this, presenting for debate November 21 extraordinary sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs the draft law on Making Addendum to the law on RA State Budget for 2023.
According to the Deputy Minister, at the end of September more than one hundred thousand citizens were forcibly displaced from Nagorno Karabakh. During the execution of the state budget for 2023, to provide social and financial support the RA Government carried out and continues carrying out large scale budgetary allocations, which were not designed by the state budget of the current year.
According to Vahan Sirunyan, during the execution of the state budget for 2023, the RA Government needs large scale non designed additional allocations and expenditure redistributions. Besides, until the end of the year there is a risk that redistributions of the expenditures will be needed in a number of other directions. As a result, the volumes of the redistributions will exceed the limit of three percent redistributions of the total sum of allocations established by the law on the RA State Budget for 2023 within the framework of the powers given to the Government by the law on the RA Budgetary System.

As the Deputy Minister assured, by the proposing amendment an opportunity will be given to the Government to redistribute 3 percent, 77.7 billion AMD within the framework of the state budget for 2023.
