Proposed amendments to Law on Internal Audit debated

The legislative initiative proposes to remove the contradiction in the laws on the Civil Service and the Internal Audit, as well as to set certain exceptions for the appointment of the Head of the Internal Audit Department.

The Deputy Chairman of the RA State Revenue Committee Artur Manukyan said this at November 27 sitting of the Standing Committee on Financial-Credit and Budgetary Affairs.

The MPs debated the bill on Making Amendments and Addendum to the Law on Internal Audit authored by the Government in the first reading.

According to the rapporteur, with the law, the person who, during the two years prior to the appointment of the position, held a structural position, including the Head of an independent department, in the organization or within the organization’s system, cannot be appointed as a Head of the Internal Audit Department.

According to Artur Manukyan, the draft proposes to replace the above-mentioned two-year period with six months, as well as to establish an exception for the Head of the Department performing internal control functions.

The Committee Chair Gevorg Papoyan reminded that during the first reading of the draft, a decision was made to postpone it for up to two months. “During this time, we had a working debate with the Chairman of the State Revenue Committee, we reached a certain agreement,” the deputy underscored. Gevorg Papoyan proposed to replace the six-month period fixed by the draft with one year, as well as to remove the exception set for the Head of the Department performing internal control functions.

The Committee members voted for Gevorg Papoyan’s proposals.

The revised version of the initiative was approved by the Committee.
