Committee debates draft law on Tourism and attached package of drafts in second reading authored by Government

At the extraordinary sitting of the NA Standing Committee on Economic Affairs on December 21, the draft law on Tourism and the attached package of drafts authored by the Government was debated in the second reading.

The Deputy Chair of the NA Standing Committee on Economic Affairs Babken Tunyan informed that the key rapporteur, the RA Minister of Economy Vahan Kerobyan was not present at the extraordinary sitting due to a valid reason.

Let’s remind that the legislative package proposes to clarify the rights and responsibilities of the subjects of tourist activities and tourists, the requirements submitted to tourist services and the means of control over tourist activities.

One of the main goals of the package of drafts is to increase the effectiveness of supervision over tourism activities in order to protect the interests of consumers and develop tourism. According to the draft law on Tourism, the Tourism Committee carries out professional qualification of tourist buses, tourist experiences, tour guides and escorts.

The co-rapporteur, the member of the NA Standing Committee on Economic Affairs David Arushanyan highlighting the adoption of the legislative initiative, stated that it regulates the legislative field of the sector.

The co-rapporteur informed that after the first reading, the deputy of the NA Civil Contract Faction Zaruhi Batoyan, the deputies of the NA Armenia Faction Lilit Galstyan and Artur Khachatryan, as well as the NA Expertise and Analytical Department presented proposals.

The deputy of Armenia Faction Tadevos Avetisyan, noting that the main goal is to provide quality service to tourists, underscored that the economic impact assessment is missing in the legislative package.

In this regard, the Deputy Chair of the NA Standing Committee on Economic Affairs Babken Tunyan stated that this field is not regulated by law.

According to the deputy of Armenia Faction Lilit Galstyan, tourism gives the country an additional reputation. The deputy presented 11 proposals regarding the legislative package, the main part of which was accepted.

The debate of the issue will continue on December 22 at 09:30 at the proposal of the Deputy Chair of the Committee Babken Tunyan.
