The aim of the Agreement is to create effective mechanisms of cooperation between the Commonwealth of Independent States (CIS) member states during the documentation of the persons who are subject to forced deportation. The Agreement is not related to the issues of cooperation between the parties in the field of readmission and extradition of persons in criminal cases.
The RA Deputy Minister of Internal Affairs Arpine Sargsyan presented the project on ratifying the Agreement on the member states of the Commonwealth of Independent States on the issues of documentation of persons who are subject to forced deportation with return certificates at the NA sitting of January 15.
The Agreement was signed by the Prime Minister of the Republic of Armenia on 8 June 2023 at the session of the Council of Heads of Government of the CIS member states held in Sochi. Our country is the third signatory state: Russia and Belarus signed the document as well. It was noted that Armenia signed the Agreement with some reservations.
The member of the Standing Committee on Foreign Relations Maria Karapetyan made a co-report. According to her, the necessity for the Agreement will arise in the event that it turns out that the RA courts have a decision on a person subject to forced deportation, but the latter does not have a document. According to the MP, the ratification of the Agreement will contribute to more systematic cooperation among the CIS member states in the field of documentation of return certificates of persons who are subject to forced deportation. According to Maria Karapetyan, the Committee proposes to the Parliament to ratify the Agreement.
