The ratification of the Agreement is conditioned by the necessity of the implementation of the general Agreement on readmission of the persons residing without authorisation between the RA and the EU: The RA Deputy Minister of Internal Affairs Arpine Sargsyan said this during the debate of the draft law on Ratification of the Protocol on Implementation of the Agreement on readmission of the persons residing without authorisation between the RA and the EU, between RA Government and the Federal Government of Austria
According to the Deputy Minister, it is proposed to regulate the readmission processes between Armenia and Austria. The purpose of the Agreement is the regulation of the relations regarding the return of the persons, who appeared in the territory of Armenia because of different processes on the principle of reciprocity.
Touching upon the statistics, the Deputy Minister informed that 411 claims were received in 2023, and the answer of the Republic of Armenia to them was positive by 92.99%. She added that this shows the readiness of our country to receive its citizens, who appeared in the territory of the European Union because of irregular flows.

The deputy of the NA Civil Contract Gevorg Papoyan inquired about the implementation process of the Agreement. As Arpine Sargsyan clarified, if a decision is made that the person should not reside in the given country, the latter is identified, then the contacts with the RA Government are of more organzsational character. This Agreement refers to the cases, when the given state still has issues to be discussed and should communicate with our country to observe the case and understand if the person is subject to readmission or not, and in the event of readmission how Armenia is going to organize the process.
According to the Deputy Minister, it is important that the regulation will be distinct, and the citizens will be sure that, for example, when because of irregular processes appear in the territory of any country, Armenia is ready to receive them and provide certain programme of social support.
As the member of the Standing Committee on Foreign Relations Hripsime Grigoryan in her co-report informed that an Umbrella Agreement was signed between the RA and EU already in 2013, but the bilateral protocols more specify the concrete realities, the format of the responsible bodies, and the process is more regulated.
The MP presented the positive position of the Committee and called on her colleagues to vote for it.
