Tsovinar Vardanyan elected Chair of NA Standing Committee on Financial-Credit and Budgetary Affairs

At March 19 sitting, the parliament debated the issue of the election of the Chair of the Standing Committee on Financial-Credit and Budgetary Affairs of the National Assembly.

The Civil Contract Faction nominated Tsovinar Vardanyan as a candidate in the post of the Committee Chair. The issue was debated by the order established with Article 135 of the law NA Rules of Procedure.

The Secretary of the Civil Contract Faction Artur Hovhannisyan presented the candidate’s biography and the professional activity.

First of all, the candidate of the Chair of the Committee Tsovinar Vardanyan thanked the Faction for nominating her as a candidate for such responsible position, then she detailed her vision of the Committee activity.

To her assessment, the Committee has a key role in the context of cooperation of the legislative and executive powers, particularly with regard that we deal with number one political document of the country. In the candidate’s opinion, in the parliamentary country the role of this Committee is more important in the context of the implementation of the functions of the mechanism of checks and balances. She spoke about the joint work of this and other parliamentary committees during the approval of the budget performance and draft, emphasized the work done during the period from the launch of the annual budget and its summary.

As an important direction, Tsovinar Vardanyan pointed out the financial sector, noted that Committee revises and approves the legislation of the banking system, closely cooperating with the Central Bank.

“It is important to keep the citizens’ interests at the permanent attention on the way of the implementation of the financial stability programmes and reforms and to provide balanced solutions. In this respect, the Standing Committee on Financial-Credit and Budgetary Affairs has its special role in parliament. In terms of the consumers’ rights, the balanced work of the banking system and state structures is of essential importance, particularly, as the restriction of the cash or the declaration of the incomes,” the candidate underlined.

In the context of the legislative work, the deputy underscored the active use of the post-legislative oversight, the close work of the Committee with the NA Budget Office and the Audit Chamber.

Congratulating the former Chair of the Committee Gevorg Papoyan on assuming the post of the RA Minister of Economy, Tsovinar Vardanyan expressed her gratitude to him and the other members of the Committee for the work done until this moment.

In the work of the Committee the candidate stressed the principle of ensuring inclusiveness, emphasized the constructive workstyle with the opposition on the way to the establishment of democracy, listening to the professional criticism and as a result of them presenting to the community the amendments of the laws edited in content.

According to the law NA Rules of Procedure, the Chair of the Standing Committee is elected by secret ballot, by the majority of the votes of the deputies taking part in voting, if the more than half of the total number of the deputies took part.

The Chairman of the NA Counting Commission Narek Babayan presented the results of the voting. 60 deputies out of 107 took part in voting. Tsovinar Vardanyan was elected Chair of the Committee with 59 votes.
