According to the current law, the authority to approve the coefficients, norms and the financing procedures for the implementation of the programmes and measures provided by the RA state budget in the field of general education is reserved to the authorized body of the state administration of education, the RA Ministry of Education, Science, Culture and Sport. The RA Deputy Minister of Finance Vahan Sirunyan said this at the sitting of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport on May 14.
The draft law on Making Addendum and Amendment to the Law on General Education was debated.
In order to avoid such problems and to increase the predictability of the state budget expenditures, the Government proposes to transfer the authority to approve the implementation coefficients and the norms of the programmes, measures, and financial procedures provided by the state budget in the field of public education from the domain of the RA Minister of Education, Science, Youth and Sport to the domain of the Government.
