On June 13, the National Assembly continued the debate of the report on Execution of State Budget for 2023. Giving an extraordinary speech the Minister of Education, Science, Culture and Sport Zhanna Andreasyan informed that the Ministry implemented 20 budgetary programmes in the reporting year in the amount of 200 billion AMD. In the context of the education sector the Minister touched upon the Academic City project and noted that in 2023, the Academic City Fund was created, which is the main body implementing the namesake project. The Academic City will be built on about 700 ha territory. It is designed that the final version of the master plan of the city will be in the upcoming July.
Several possible projects of the implementation of the transportation in the complete administration and urban development directions of the city are circulated. “We have confidence that the Academic City will become one of the most important projects transforming our society,” the Minister underscored.
In the reporting year the salaries of 820 teachers of scientific and information technologies increased by 25%, the salaries of about 3000 teachers of all subjects working in small schools of the rural settlements increased up to 50% or more than 40.000 AMD. At least about 3830 teachers doubled their salaries by voluntary attestation.
In his extraordinary speech the Minister of Economy Gevorg Papoyan noted that the key goal of the economic policy of the Government is the formation of the competitive and high productivity economy, which will promote the continuous progress of the sovereign and resistant state. In this context ensuring the necessary and sufficient economic, health, educational conditions for the development of human resources was highlighted.

According to the Minister, in January-December of 2023, the GDP was more than 9.5trillion AMD, increasing 7.5%. The added values registered in a number of branches of the economy boosted the increase in the GDP. The tendency of the economic growth also continued in the first quarter of 2024, with 9.2%. According to the data of the International Monetary Fund, by the indicator of the GDP growth, in 2023, Armenia was on the fourth place among 191 countries. In the reporting year, the financial performance of the Ministry was 95.9%.
In his speech, the Head of Armavir Region/Marz Davit Khudatyan touched upon the implementation of the projects in the expense of the financial means allocated by the state budget for 2023. He informed that 28mln 300.000 drams were allocated for the solution of the priority problems of 767 socially disadvantaged families. More than 207 million drams were spent for the rise of 278 teachers’ professional quality. Works of improving the conditions of educational institutions and facilities were done at the expense of the budget means, the buildings of the secondary schools of Tsiatsan and Norakert villages were overhauled, 3 health institutions of the Marz were replenished. Works of organizing road maintenance and safe traffic of local and regional significance were done.
During the debate of the report on the State Budget Execution for 2023, the Secretary of the NA Armenia Faction Artsvik Minasyan, giving a speech on behalf of the Faction, referred to the inner-political issues and the events happened between the demonstrators and the police. According to Artsvik Minasyan, what happened on June 12 was a pre-designed action.
Regarding the events happened on the adjacent territory of the parliament, the Head of the NA Civil Contract Faction Hayk Konjoryan noted: “They sent their deputies outside so they would provoke the situation there. The deputies of the Armenia and With Honor factions carried out the first provocation, in essence, they were trying to warm up the people and attack the parliament. This is nothing but a terrorist attempt.”
Addressing the compatriots, the Head of the Faction urged them to show sagacity. Hayk Konjoryan noted that the Civil Contract Faction will vote for the report of the State Budget Execution for 2023.
The parliament approved by voting the annual report of the RA State Budget Execution for 2023.
