Abuse, Threats, and Boorish Language: Pashinyan Faces CPC Inquiry for Misconduct. Taguhi Tovmasyan

The Corruption Prevention Commission (CPC) has initiated proceedings concerning an alleged breach of the Code of Conduct by Prime Minister Nikol Pashinyan.

I had formally requested that proceedings be launched regarding the Prime Minister’s behavior. Yesterday, the Commission informed me that, on May 15, 2025, it had indeed initiated proceedings—Case No. 07/2025/V/V—based on media reports regarding the incident.
The following incidents have been central to the inquiry:

The use of the term “hambal” (“lout\boor”),
The statement “Sit down, stop getting on my nerves,”
The threat “I will take you and throw you into the NSS(Narional Security Service) basements,” alongside repeated disrespectful language.
It is important to note that any public official bearing high responsibility must recognize that their behavior and speech cannot be without limits. They must fall within the boundaries of the law and morality.

Nikol Pashinyan’s conduct undermines public trust in government, exacerbates risks of institutional degradation, and violates the foundation of citizen–state relations—respect.
This behavior represents an abuse of power, intended to humiliate dissenting voices and suppress democratic discourse.

No law permits any official—even a Prime Minister—to escape accountability by appealing to their “nerves” or “emotions.”
I hope this case will set a legal precedent, and that the CPC’s proceedings will not be merely symbolic but will result in a decision affirming that even within the state, constitutional institutions respond to unacceptable behavior by those in power.
Through this statement, I also demand from the Commission:

✔️ A public, transparent investigation,
✔️ A proper professional assessment.

The Prime Minister cannot continue to behave as though he is above the law.
State dignity begins with words.

And a nation’s authority—with conduct.
