On June 11, the RA NA Vice President Hakob Arshakyan participated in 2025 APRI Forum with the theme “Finding Stability in an Unstable World.”
The purpose of the three-day conference is to bring together policymakers, diplomats, business leaders, civil society representatives and debate over actionable recommendations to confront Armenia’s challenges in an increasingly volatile world.
The Vice President of the National Assembly Hakob Arshakyan, welcoming the conference participants, spoke about the policy adopted by Armenia, the vision, how find stability in the unstable world through technologies and innovative partnerships during the panel discussions.
“I think that with regard to current geopolitical viewpoint numerous problems arise because of abrupt development of technologies, which change not only our life, but the policies and capabilities of the states. Armenia has long considered technology a priority in all state policies. We have created the Ministry of High-Tech Industry, which was an extremely important political decision: The goal is to underscore once again that we want to be part of the global value chain of technological development, Hakob Arshakyan said, adding that numerous initiatives have been established, and its main goal is not only to help the local companies, but also create favourable conditions for the international organizations.

According to the NA Vice President, hundreds of companies in the fields of artificial intelligence, biomedicine, programming, and microelectronics have located research centers in Armenia.
Speaking about internal and external challenges, Hakob Arshakyan highlighted the importance of opening Armenia’s borders: “The opening of borders will create realistic comprehensive opportunities not only for the economy. Lasting peace will be established and strengthened in the region. It is in the interests of all participants to have peace and stability in the region, if there is a commodity turnover of billions of dollars through it.”
The NA Vice President emphasized the importance of education. In his opinion, it is the educational system that should teach people to use artificial intelligence and create the potential to change the rules of the game and make the country a competitive state.
Hakob Arshakyan attached importance to the necessity to cooperate with the Diaspora, the identification and application of opportunities and ways to more effectively utilize the Diaspora’s technological potential.
As the head of the RA NA Armenia-India Friendship Group, the NA Vice President also touched upon the Armenia-India cooperation. He noted that the cooperation and active political dialogue between the two countries have significantly developed through mutual visits and various cooperations. He expressed hope that new edges of cooperation will be created in all possible spheres through the efforts of the two countries.
Hakob Arshakyan spoke about the Crossroads of Peace project initiated by the Government, underlining that it will bring not only prosperity and stable peace to the region, but also comprehensive opportunities for realistic economic and logistical cooperation.
Summarizing, The NA Vice President addressed the young people of Diaspora and Armenia, urging them to study the enormous opportunities provided by high technologies, learn and implement them, which will provide great opportunities.
Hakob Arshakyan answered the questions of the conference participants, referring to fostering technology and investments and advancing energy security and strengthening civic engagement.
