As a result of legislative reform, risks of artificial traffic jams to be reduced

Within twenty minutes of the moment of the accident involving only two vehicles, drivers involved in a traffic accident are obliged to leave the scene of the accident and move the vehicle to another place not prohibited by law, if the vehicle does not have a technical malfunction as a result of the accident, in the presence of which its operation is prohibited. This was stated by MP Eduard Aghajanyan, presenting the package of draft laws on Making Amendments and Addenda to the RA Code on Administrative Offenses and on Making Addendum to the RA Law on Ensuring Road Traffic Safety.

The legislative initiative authored by MPs Alen Simonyan and Eduard Aghajanyan was debated in the first reading at the extraordinary session of the National Assembly on July 2.

It is proposed to supplement Article 124 of the RA Code on Administrative Offenses with the following content: In cases provided for in Article 19.4 of the RA Law on Compulsory Insurance of Liability Arising from the Use of Motor Vehicles, when an agreed declaration is filled out, failure to leave the scene of the accident within twenty minutes from the moment of the accident involving only two motor vehicles and failure to move the motor vehicle to another place not prohibited by law, if the motor vehicle does not have a technical malfunction as a result of the accident, in the presence of which its operation is prohibited, shall entail the imposition of a fine in the amount of thirty times the established minimum salary.

According to Eduard Aghajanyan, the package of draft laws applies only to accidents involving two motor vehicles, when there is only property damage, and the parties have an agreement on guilt. He presented in detail the issues raised in numerous debates on the draft, the process of substantive and technical improvement of the ASWA application, and the introduction of the identification system.

Eduard Aghajanyan answered the MPs’ questions, providing clarifications on the mechanisms for assessing damage on the spot, the operation of the crashed vehicle on the permit. He once again emphasized that after the adoption of the package of drafts, the streets will be significantly unloaded.

The endorsement of the Standing (Head) Committee on Defense and Security on the draft was presented by the Committee member Kristine Poghosyan.

The co-rapporteur, the RA Deputy Minister of Internal Affairs Armen Mkrtchyan reported that the Government has endorsed the legislative initiative. It was noted that the adoption of the package of drafts will relieve traffic congestion, and it is also expected that a decrease in road accidents will be recorded.

In their speeches, the MPs highlighted the need to adopt the draft.

The Parliament adopted the legislative initiatives debated the previous day by voting.
