COPENHAGEN, 10 September 2025 – OSCE Parliamentary Assembly President Pere Joan Pons (Spain) and OSCE PA Secretary General Roberto Montella strongly condemn the recent violation of Polish airspace by Russian military drones. In a statement issued today, they said the following:
“The Russian incursion of Poland is yet another act of reckless aggression and constitutes a serious breach of OSCE commitments and international law, posing a direct threat to the sovereignty of an OSCE participating State. It represents a dangerous escalation that undermines regional stability and further jeopardizes the broader European security architecture.
Related to Russia’s ongoing aggression against Ukraine and its destabilizing impact on neighbouring countries, the breach of Polish airspace not only violates national borders but also challenges the core principles of co-operative security, mutual respect, and peaceful coexistence that underpin the OSCE framework. We note that the incursion resulted in a response from NATO allied countries.
We reaffirm our unwavering support for both Poland and Ukraine. Such escalatory acts demand a co-ordinated and resolute response from the international community, and in this regard, we reaffirm the need to find a way forward through diplomacy and dialogue. In addition, accountability must be actively pursued through appropriate channels.”

Pons and Montella emphasized that their statement reflects the principles of the Porto Declaration, adopted at the OSCE PA’s 2025 Annual Session in July. The Declaration underscores the inviolability of frontiers, the sovereign equality of states, and the imperative to refrain from the threat or use of force, and calls for enhanced multilateral co-operation in the face of mounting security challenges.
Earlier today, the President and the Secretary General had a phone call with Paweł Zalewski, Head of Poland’s OSCE PA Delegation, to express the Assembly’s solidarity with Poland and assure him that they would continue to follow events closely.
