The dictatorial regime of Azerbaijan once again proves its inhumane nature by continuing to turn Stepanakert’s urban areas into ruins. With the use of heavy construction machinery, not only Armenian cultural and historical monuments but also residential neighborhoods-where just two years ago the daily life of peaceful residents thrived-are being leveled to the ground. Today, the multi-apartment buildings at 6, 8, and 10 Saroyan Street have become the target of this policy.
This is not construction, nor an urban development project, but rather the radical erasure of a depopulated city’s memory, Armenian identity, and existence. Azerbaijan is consciously and systematically seeking to eliminate the Armenian character of Stepanakert, leaving behind an empty space where even the ruins would otherwise bear witness to the truth.

This practice is not only inhumane but also a gross violation of international law, contradicting all international conventions on the preservation of cultural and civilian heritage in occupied territories. The buildings leveled to the ground are further evidence of a policy aimed at eradicating not only the presence of Armenians in Artsakh but also their memory.

The actions of this dictatorial regime, driven by genocidal logic, must become the subject of international condemnation. Today, the duty not to remain silent and to document the facts rests upon each of us.
