Armenia became the 30th state to have finalised the process of ratification of the Council of Europe’s Convention on Human Rights and Biomedicine (Oviedo Convention). The Convention will enter into force for Armenia on February 1, 2026.
On 15 October 2025 in Strasbourg, Ambassador Armen PAPIKYAN, Permanent Representative of Armenia, in the presence of the Deputy Secretary General of the Council of Europe Bjørn Berge, deposited the instrument of ratification of the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine: Convention on Human Rights and Biomedicine (ETS No. 164).
The Convention is the first legally binding international text designed to preserve human dignity, rights and freedoms, through a series of principles and prohibitions against the misuse of biological and medical advances. The Convention’s starting point is that the interests of human beings must come before the interests of science or society.
