At the UN Security Council Open Debate dedicated to «Protection of civilians in armed conflict», Mr. Zhirayr Ananyan, Deputy Permanent Representative of the Republic of Armenia to the United Nations, made a statement expressing a pressing concern over the inhuman and degrading treatment of prisoners of war and civilians adding that the denial of international humanitarian access, including for the International Committee of the Red Cross, the reduction of international presence and suppression of voices of free media and independent civil society further complicate efforts to address the protection needs of the affected populations.
In this context, the Deputy Permanent Representative of Armenia to the UN stressed that in cooperation with the United Nations and its specialized agencies and the ICRC, the Government of the Republic of Armenia has been addressing the remaining grave humanitarian consequences for the affected population, including over one hundred thousands of refugees.
In conclusion, it was stressed that the gap between legal obligation and operational reality can be narrowed only through coordinated and principled engagement by the Security Council and the international community.
