The Prime Minister and “the critical mass”

July 01,2011 00:00

The ex-minister criticizes

“I think that Serzh Sargsyan in his turn offered a negotiation format”, said ex-Minister of Healthcare Ararat Mkrtchyan during a conversation with “Aravot” taking into account principles of the dialogue made public by the president. However, he thinks that there is no point in negotiating social-economic issues with the cabinet, since Tigran Sargsyan’s cabinet has proved many times that it cannot do anything. Anyway, he, contrary to the statements of ruling out the pre-term elections made by the authorities so far, is not against discussing with the President’s chief of staff or the National Assembly Speaker the timetable and securing the transparency of the pre-term elections. Although during the summer, according to the SDHP (Social Democratic Hnchakyan Party) representative, no essential developments will take place in the interior political life of Armenia, however it does not mean that “the pot is covered with a lid, it is just the rising steam is not seen.” However, our interlocutor gives importance to the interior unprecedented social-economic situation besides the strong exterior challenges. “When the ANC predicted at the time that the economic crisis will knock on Armenia’s door, the Prime Minister of the country said, “We are not integrated in the global economy, therefore the crisis will avoid us.” It avoided, then came and entered and does not leave our house. After that, the ANC healthcare committee made a statement that the financial crisis will turn into a social crisis. They ruled out that too. Thus, these days the country, the citizen, the farmer are in serious socio-economic crisis, except for 10 thousand tie people. The Minister of Agriculture hopes for God, they thank the God at the Ministry of Healthcare that this or that outbreak was limited… Hoping for the God is not bad, but it is not a priority either. Instead of working, doing something, creating, predicting our rulers are doing fortunetelling”, says Ararat Mkrtchyan. And particularly in this socio-economic background, our interlocutor is convinced that the developments will be more serious in the short run, since, in his opinion, this played-out government continues to lose one after another and in every sphere. And the Prime Minister’s latest statement concerning the critical mass that was presented as a joke afterwards, in the ex-official’s opinion, was just unimaginable. By the way, Mr. Mkrtchyan reminds the Prime Minister that he has accepted quite recently that his cabinet is weak, “On April 26, at “The Importance of Values in the Transitional Countries” counsel, he explicitly said that his cabinet was weak, that was the reason why it could not fight the black economy, collect the taxes. I.e. we have serious problems in the system of government, they lose in the political field all the time, then say why shall we go for it, why for the pre-term election? Then what? Shall we wait until the country is completely ruined, the people leave the country by the help of the Prime Minister and Hranush Hakobyan carries out a project and call them back? It is a paradox that there is a mutually exclusive ideology and projects carried out.” Our interlocutor thinks that in Armenia, it is necessary to adopt a culture of civilized resignation – I came, I tried, I did not manage, I resigned. In this case, notwithstanding the elections are pre-term or regular, Ararat Mkrtchyan does not see what the government that has been in power for five years is going to report to the public, what future promises it is going to make, “They will talk about the crisis that they did not believe in. This government has faced a fiasco, because of not carrying out systematized activities, not having a vision of the future and not having a comprehensive project. The project, according to which this government has worked so far and the term of which will expire soon, is a pile of high-flown projects and forming regional centers. People cannot earn their living; what fantastic dreams are mentioned in the government’s projects?” Mr. Mkrtchyan thinks that it would be good if all this ended in peaceful, pre-term elections. And why pre-term, “In such cases, agreements are made between the political forces on the game rules, how to hold as normal, transparent and acceptable elections in this country, as possible for at least the second time.”
