Has the Central Electoral Commission (CEC) Registered a Person Who Has Not Been a Resident of the Republic of Armenia for the Past 5 Years?

April 10,2012 12:17

The Central Electoral Commission did not register businessman Khachatur Sukiasyan as a candidate for MP in no. 10 electoral district of Yerevan, reasoning that he had not been a resident of Armenia for the previous 5 years, as the law provided for. For the same reason, Eduard Madatyan, former Minister of Transport and Communication, nominated by the Rule of  Law Party withdrew his candidacy, freeing the CEC from the prospect of appearing in an awkward position.

However, it turns out that the CEC has, nonetheless, registered a person who doesn’t correspond to the provisions of the Armenian legislation and has not been a resident of Armenia for the past 5 years as a candidate for MP through majoritarian representation. We are talking about Hovsep Khachik Galstyan who has been registered a candidate for MP through majoritarian representation in no. 25 electoral district and is the CEO of Yerevan Sport PLC. The residents of Hrazdan alerted www.aravot.am to that.

According to the locals, Hovsep Galstyan was the manager of the United Bank at the time. After it had gone bust, Hovsep Galstyan left Armenia. He had lived in Cyprus for quite a long time and returned to native Hrazdan only 2.5-3 years ago. www.aravot.am has tried to get a clarification from Mr. Galstyan of his return to Armenia for a few days already, however the latter has not been answering our calls.
