Fuzzy Western Diplomacy or the EU Adopted the Resolution on Safarov for Itself

 The European Parliament has adopted a special resolution on acquitting Ramil Safarov with 58 yeas, 13 nays and 5 abstain, by which it condemns the decision made by Azerbaijani President Ilham Aliyev stressing that this step can stir up tensions between Armenia and Azerbaijan, deepen the sense of injustice and divide between the two peoples. Let us note that the resolution doesn’t mention any particular provision or requirement from Azerbaijan. It just reads, “Savarov’s pardon runs contrary to the spirit of the Convention on the Transfer of Sentenced Persons.” The resolution stipulates, along with a set of other points, “The European Parliament is concerned that this act is jeopardizing all peaceful reconciliation processes within the societies concerned and may undermine the possible future development of peaceful people-to-people contact in the region.”

As for what Armenia would gain from this resolution and why the resolution didn’t make any demand on Azerbaijan, www.aravot.am tried to find out during a conversation with political scientist Yervand Bozoyan and political technologist Karen Kocharyan. Yervand Bozoyan noted, “Armenia will gain nothing from the adoption of this document. It will not have any substantial impact on the process. The European Union adopted that resolution just for itself, since the European Union couldn’t but adopt such a resolution, since it couldn’t but respond in such disgraceful circumstances.” And regarding a question why a resolution, which didn’t contain any demand from Azerbaijan, had been adopted, Mr. Bozoyan stated, “There is no concrete sanction, tool, technological solution in the resolution to be imposed on Azerbaijan or to make possible decisions against Azerbaijan. There are basically no substantial decisions that will be carried out toward Azerbaijan. It is a resolution about nothing; it is just an instruction to Armenia and Azerbaijan to live peacefully together.”

Political technologist Karen Kocharyan noted that Armenia had already gained something from the adoption of the resolution and added, “One just must utilize the fruits, use the resolution in international organizations, through all diplomatic channels and not save it for internal use only, in order that we, Armenians, talk about it and joy.” As for why the resolution was like this, the political technologist said, “It is not caused by Azerbaijan’s weight, but is another result of fuzzy Western diplomacy, as the saying goes, a result of European complementarity. It is not about the Azerbaijani lobby.”
