National parliaments: guaranteeing implementation of the Convention and of the ECtHR judgments

The Assembly is organising a fifth capacity-building seminar, in Strasbourg (Palais de l’Europe) on 14 and 15 October 2019, for staff members of national parliaments, after having held a fifth parliamentary conference on the role of national parliaments guaranteeing human rights in Europe, in Riga on 9 September 2019.

The main purpose of this seminar is to involve to a greater extent legal advisors of national parliaments in the process of engaging national parliaments in the implementation of the Convention and of the judgments of the European Court of Human Rights (ECtHR).

The participant delegations are: Albania, Azerbaijan, Bosnia and Herzegovina, Bulgaria, France, Greece, Hungary, Ireland, Italy, North Macedonia, Poland and Romania.

This event is organised in co-operation with the PACE Committee on Legal Affairs and Human Rights, and with the Registry of the European Court of Human Rights and the Department for the Execution of the judgments of the Court. Participants will have the opportunity to visit the Court and to learn more about the structure and work of all Council of Europe bodies and entities involved in the implementation of the Convention. They will have the opportunity to meet the lawyers in charge of their respective case-law and hold exchanges with them in their mother tongue.

The seminar is organised in the framework of the PACE co-operation programmes. The participation of Albania, Bosnia and Herzegovina and North Macedonia is financed by the joint programme with the European Union (Horizontal Facility II, 2019-2020).
