The compulsory health insurance system will be fully introduced in our country in 2027: Anahit Avanesyan

“Compulsory health insurance is an integral part of reforms in the field of health care,” the RA Minister of Health Anahit Avanesyan said during the debate of the concept of health strategy in the NA Standing Committee on Health Care on November 17.

According to the Minister of Health, the primary health care unit will be radically reformed, the salary of doctors will increase. It is planned to increase the quality of medical services. Doctors will be trained to meet modern healthcare requirements.

The Minister assured that the compulsory insurance system will be introduced in stages. It is planned to allocate 134 billion AMD to the system in 2023. In the first phase, the number of beneficiaries will be equalized in 2024. Currently, the number of beneficiaries of the state order is about 1 million 300 thousand.

“In 2024, 175 billion AMD will be allocated so that the package of the insurance service will be available to everyone,” Anahit Avanesyan noted and added that first, the voluntary insurance pilot program will be introduced in 2024. The involvement of the citizens in the system will continue from 2025.

The Minister of Health noted that there will be a fixed insurance amount, part of which will be subsidized by the state. According to her, the amount of the insurance amount will depend on the income of the beneficiary. Cardiovascular, oncological, diabetes and other diseases will be covered with the insurance package. Dental, plastic surgery and some other services are not included in the package.

There will be other packages attached to the basic insurance package, which will be served through private funds.

“We studied the experience of Georgia, where 58% is managed by a private fund, and 42% by the state,” Anahit Avanesyan said and underlined that the issue of balancing is better set in our country.

It was also noted that the state will insure pensioners from 2025.

The Chair of the NA Standing Committee on Health Care Narek Zeynalyan expressed satisfaction with the fact that compulsory insurance will be introduced in stages. In relation to the insurance amount, the Chair of the Committee proposed establishing a payment scale. “Beneficiaries should not feel injustice,” Narek Zeynalyan said.

The Chair of the NA Standing Committee on Health Care highlighted the fact that the state will maintain the insurance system and, so to speak, set the rules of the game.
