The amendments will provide a legal basis for the implementation of color-coded markings to distinguish community paid car parks for people with disabilities, which will allow local charge rates for parking in community paid car parks to be set by zoning.
On September 6, at the sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection, the draft law on Making Amendment to the Law on Local Fees for Vehicle Parking and Features of Administrative Proceedings was debated in the second reading. It is proposed to make an editorial amendment in Article 8.2 of the current law.
The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan noted that after the first reading, substantive proposals were not submitted.
Remove the provisions from the laws on making amendments to the law on the budget system of the Republic of Armenia and the enclosed laws on local self-government and on local self-government in the city of Yerevan authored by the Government according to which the financial resources received from the alienated lands in the territory of the community are not distributed to the communities.

According to the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan, the budgets of the communities will be supplemented with 30% of the financial resources received from the expropriated lands in the territory of the community, which will enable the communities to implement the problems of drinking and irrigation water for the population, community roads, kindergartens, as well as the programmes aimed at solving other infrastructure problems.
The Deputy Minister also informed that in the near future the amount of 30% of these deductions will be revised and it will probably increase.
It was noted that no substantive proposals were submitted after the first reading. The proposal of the technical nature of the experts of Parliament was adopted.
The Chair of the Standing Committee Vahe Ghalumyan emphasized the importance of the legislative package.
The Deputy Chair of the Committee Aren Mkrtchyan and the members of the Committee welcomed the adoption of the draft and highlighted the necessity to increase the percentage of deductions.
In the second reading, the package of drafts on Making Amendments to the Law on Veterinary Medicine and on Making Addendum to the Law on State Control of Food Safety was debated.
It is proposed to specify the phases and actions of the food chain, during which physical and legal entities are obliged to ensure the mandatory requirement of meat products of slaughterhouse origin (animal products and raw materials), to regulate the powers of officials exercising state control in case of detection of meat products of non-slaughterhouse origin.
In response to the concerns of the Committee members regarding the problems in the sector, the Inspection Bodies’ Coordination Bureau Head of the RA Prime Minister’s Office Petros Martirosyan stated that the legislative package is aimed at improving the condition of the in idle situation prevailing in the slaughterhouse system.
He informed that 50 out of 100 registered slaughterhouses are operating. It was mentioned that the activity of the so-called mobile slaughterhouses should be made more flexible.
According to the Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Vahe Ghalumyan, most of our fellow citizens prefer to pay a few hundred AMD more to ensure their food security.
As a result of debate, the Committee members endorsed the draft laws.
The debate of the draft law on Makin Amendments and Addendum to the Law on Local Self-Government in the City of Yerevan was postponed for up to two months.
