National Assembly debates a number of draft laws in second reading
It is proposed to design responsibility for the organizations carrying out the preservation of the material values of strategic stock reserve, in case of not submitting within the terms or order established to the authorized body the reports established by the Government on the goods included in the name list of the strategic stock reserve. The RA Deputy Minister of Internal Affairs Davit Hambaryan presented for debate of the parliament the draft laws on Making Addenda and Amendments to the RA Code on Administrative Offences and on Making Addenda to the law on Material Reserve in the second reading.
According to the key rapporteur, proposals in written form on the legislative package, but the observations made by the Committee and in the working debates were taken into consideration and were addressed in the united package by the Government: rectifications of technical nature were mainly made. The main amendment made to the law on Material Reserve is that the term of being ready of the united electronic system was set on June 1, 2024 in order to be possible to operate that complicated system,” Davit Hambaryan clarified.
The draft law on Making Amendments and Addenda to the law on Anti-Corruption Committee was debated in the second reading, which presented the RA Deputy Minister of Justice Ara Mkrtchyan.

It is expected that by the draft adoption choice of more knowledgeable and skillful specialists will be provided in the Anti-Corruption Committee, the completion being held for the vacancies will be more effectively carried out, as well as an opportunity will be given without the employees of the operative units of choosing a demand without physical readiness, who they have special professional knowledge and skills in the information, technology, economy and other spheres. The order of physical force, special means and using weapon by the Anti-Corruption Committee will be regulated, which will promote the solution of the problems laid before the Committee.
The RA Deputy Minister of Justice Armenuhi Harutyunyan presented for debate the law on Making Amendment and Addenda to the Law on Advocacy. It is proposed by the draft to create legal bases for allocating money from the state budget in the amount of fifteen percent of the salary fund to the Public Defender’s Office for overtime work done by the Public Defenders.
The draft law on Making Amendments and Addendum to the law on Local Self-Government in the City of Yerevan was debated in the second reading. The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan informed that after the law entering into force the legal acts of the Mayor of Yerevan and Council of Elders will be submitted to the authorized body, also for publishing on the unified website of publication of normative legal acts.
The debated legislative initiatives were endorsed in the Head Committees.
As a result of voting, the initiatives were passed in the second reading.
