It is designed by the draft introduction more effective system for the persons carrying out activity in the sphere of customs work. The purpose is to provide the customs control efficiency and the manageability of the activity. The Chairman of the RA State Revenue Committee (SRC) Rustam Badasyan said, presenting the draft designing addenda to the law on Customs Regulation for debate in the first reading. It is envisaged to define that in the zones of the customs control, which are state and community property (for example, the implementation of the trade activity in the customs points, the installment of the bank branch), the activity will be organized on the basis of the competition, which establish the RA Government.
As a result of competition, contracts for rent will be signed directly with the winning persons. At the same time, in the private territories of the customs control zone (for example, stores of temporary preservation) it is designed that the implementation of this or that trade activity will be defined as a minimum demand, for example, possibility of non-cash payment, and the entity will make a decision with whom to sign a contract.
The MPs addressed questions to the rapporteur. The deputy of the NA Civil Contract Faction Gevorg Papoyan was interested in some companies, for example with the Duty free shops. Rustam Badasyan clarified that they studied the international experience of the Duty Free shops and found out that in Armenia there are numerous risks in that aspect. For example, exchange is not being done with the customs body electronically on the volume of the purchases. For example, it is possible to do shopping in such quantities that it pursues a commercial goal. Afterwards, those goods appear on List.am or on other websites, and it causes certain problems. The SRC Chairman added that pre-qualification procedure related to Duty Free shops will be established, and the Government will define the details. For example, a decision will be made how the local production should be shown, etc. “If that territory belongs to the state or the community, a competition should be held. First, the products should be pre-qualified, correspond to all our conditions, after which our entities, who claim to carry out Duty Free activity, can apply and be recognized winner through competition in order not to have discretional powers in this sphere, and a question will not arise among the citizens, which subject carries out what activity in the customs control zone and how they have decided that that very subject carries out the activity,” Rustam Badasyan clarified.
