On April 3-5, on a three-day working visit the members of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Davit Danielyan, Mikayel Tumasyan and Sergey Bagratyan, deputies Marina Ghazaryan and Karen Hambardzumyan led by the Committee Chair Vahe Ghalumyan were sent to Syunik Marz (region).
The visit was carried out within the framework of the UNDP Project Fostering responsiveness, efficiency, transparency and inclusiveness of Parliament of Armenia by the financial support of the Ministry of Foreign Affairs of Norway and the Government of Sweden in cooperation with the RA National Assembly.
The first meeting was in Kapan with the Governor of Syunik Robert Ghukasyan, the employees of the regional government and the heads of the communities.
“This is the first regional visit, during which we have a goal to raise the existing legislative problems, to get acquainted with the implementation of the subvention programmes,” during the meeting the Committee Chair Vahe Ghalumyan said and added that the Committee led by him is the least politicized: “The framework of the issues is such, where the political disagreements at the lowest level, thus we expect to have a constructive discussion.”

The Governor of the Region also addressed to the representatives of the legislative body with a welcoming speech. Robert Ghukasyan thanked the deputies for visiting the Marz, noting that there are functions in the activities of the Committee, which are of vital importance for the local self-government bodies.
“The meeting with such format is very important, because there are concerning and interesting themes for all sides, which can be solved only thanks to discussions and Q&A session,” Robert Ghukasyan said, emphasizing the meeting.
The Committee Member Davit Danielyan informed the representatives of the local self-government bodies that the parliamentary levers are enough for solving numerous problems, hence we should use in a right way the given opportunity and present the to the parliamentarians the problems, which can be solved through legislative regulations in the near future.
In the first part of the meeting with full agenda some issues regarding the efficiency of spending the won incomes after the enlargement process of the communities, the money generation, the programmes being financed and the security of the country and the marz.
The heads of the communities also presented to the parliamentarians the interest of the residents of Syunik to build their own houses in the border rural settlements by the support of the state and asked them to improve the draft for giving such an opportunity to much more citizens.
During the meeting the deputies of the Civil Contract Faction were interested from the heads of the Syunik Marz communities in the procedure of the road construction and school construction works and the terms designed for their end, the efficiency of financial equalization and other themes.
The meeting with those forcibly displaced from Nagorno Karabakh and settled in Kapan followed the meeting with the community heads. The representatives of the legislative body were interested in the efficiency of the support programmes being implemented by the RA Government and the ways of their result from our compatriots forcibly displaced from Nagorno Karabakh. The latter were interested from the parliamentarians in some issues on the programmes concerning the job, health, educational items, the payment of pensions and allowances, the regulation of the documents.
Afterwards, the NA delegation followed the Vachagan riverbed cleaning project. The first phase of the subvention environmental programme of the works started 7 months ago, which includes from the Medical Centre up to the part adjacent to the regional government, comes to an end.
The next visit of the representatives of the legislative body was to Zangezur Copper-Molybdenum Combine. First, the MPs got acquainted with the administrative building, watched the clip on the security, got familiarized with the production chain and its volumes, then moved to the open mine, watched the movement of the equipment from the vantage point, they were in the Enrichment plant, discussed some legislative issues of the mining sphere on the spot.
The Chair and the members of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment began the second day of their working visit from Meghri community.
“Such meetings are very important in order the representatives of the legislative body get acquainted with the existing problems in practice on the spot and try to solve them at legislative level. The subvention programmes of the Government referring to Meghri testify to the fact that the community is at the centre of attention of the executive body, which is appraisable for us,” the Head of Meghri enlarged community Bagrat Zakaryan said, receiving the NA delegation and the Governor Syunik in the community municipality.
The heads of the division of the community municipality and the members of the Council of Elders, also took part in the meeting voicing a number of problems: particularly, the slow procedure of the works aimed at the drinking water cleaning station and gas supply being built in Meghri and Agarak communities, the absence of morgue and slaughterhouse.
At the meeting with the citizens, who were forcibly displaced from Nagorno Karabakh and settled in the community, the deputies of the NA Head Committee listened to the questions concerning them and recorded that nobody was left homeless.
The parliamentarians’ next stop was in Nerkin Hand settlement, where the deputies met with the residents of the border village, discussed with them a number of security and social issues, got acquainted on the spot the territories occupied by the adversary because of the Azerbaijani aggression.
In the frameworks of the subvention programmes with the Government-community cooperation infrastructures, roads and yards are reconstructed in Goris. The Head of the community Arush Arushanyan presented to the members of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment the construction work underway. On the third day of the visit to Syunik Marz the NA delegation also observed the works of the multi-apartment building reconstruction designed for the forcibly displaced persons form Nagorno Karabakh in Goris community.
The last visit of the parliamentary group was in Sisian enlarged community. The parliamentarians had a meeting with the members of the Council of Elders and listened to the issues concerning them.
The Head of Sisian enlarged community Armen Hakobjanyan presented to his colleagues of the National Assembly a number of problems, which related to the drinking water supply, the sewerage situation, the road construction, the plant breeding and other topics. An agreement was reached to continue the meetings and this working format.
