On August 2, the first session of the RA NA ninth convocation began under the sounds of the RA anthem. In accordance with the Constitutional Law of the RA NA Rules of Procedure, before the election of the Speaker of Parliament, the deputy of elder age Knyaz Hasanov moderated the NA sittings.
“Dear colleagues, today is a pleasant, at the same time, honorable and responsible moment for me. I feel very proud, as the oldest MP, that I have been given the opportunity to open the first session of the sixth, seventh, eighth, and today, the ninth convocation of the RA National Assembly. I ask and urge all my ruling and opposition sister and brother MPs, to be united.”
Knyaz Hasanov urged the newly elected deputies to put aside all disagreements, to gather around the state and the Government, and do everything possible to ensure that the country follows the right path of development.
On the occasion of the opening of the first session of parliament the President of the Republic of Armenia Vahagn Khachaturyan welcomed the newly elected parliament. Congratulating the political force that formed the parliamentary majority, as well as the other political forces and deputies who passed into the National Assembly, Vahagn Khachaturyan said: “Today, the new National Assembly, formed by the free will of the people of the Republic of Armenia, begins its work. This is another important milestone in our state life, which reaffirms the fundamental principle of democracy: the power comes from the people and is exercised through their elected representatives.

Then the RA President underscored that the citizens of the Republic of Armenia expect from this hall mature politics, responsible legislation, and a debate centered not on political opposition, but on state mindedness.
According to the constitutional law the RA NA Rules of Procedure, the newly elected deputies took their official oath of office to conscientiously fulfill the duties of the people’s representative for the sake of the lasting independence, sovereignty and strengthening of the Republic of Armenia, to uphold the Constitution and laws of the Republic of Armenia, to promote the strengthening of the statehood of the Republic of Armenia and the protection of its interests, and to do everything possible to promote civil solidarity, the security and well-being of the RA citizens, and to protect human rights and freedoms.
Knyaz Hasanov informed that the total number of deputies is 105. As a result of the elections, three political forces entered the parliament: The Civil Contract party, the Strong Armenia alliance of parties and the Armenia alliance of parties.
The moderator of the session noted that according to the constitutional law the RA NA Rules of Procedure, the factions are created on the opening day of the first session of the newly elected National Assembly, in accordance with the number and names of the parties and alliances of parties that participated in the distribution of mandates in the National Assembly. Thus, three factions will operate in the National Assembly of the ninth convocation.
It was noted that the factions created by the party, alliance of parties or member parties of a political coalition that received no less than 54 percent of the total number of mandates as a result of the NA elections are considered ruling, and the other factions are considered opposition. Then, the session moderator introduced the deputies.
