Committee endorses legislative initiatives regarding social sphere

We are making clarifications in the articles that caused certain misunderstandings in legal practice: the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan said this during the extraordinary sitting of the NA Standing Committee on Labor and Social Affairs on October 10. The Committee debated the draft law on Making Addenda and Amendments to the Law on State Benefits in the second reading.

The adoption of the draft is conditioned by the necessity to align the regulations concerning the payment of family allowance, social allowance and emergency aid with the requirements of the Law on Assessment of Personal Functionality, as well as to clarify the processes of appointment and payment of child care allowance up to two years old and one-off child birth allowance.

The key rapporteur, the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan noted that after the first reading, the editorial and technical proposals submitted by the Government were adopted, as a result, the draft was revised.

The co-rapporteur, the member of the NA Standing Committee on Labor and Social Affairs Gayane Yeghiazaryan presented the endorsement of the Head Committee and stated that there are no objections to the draft.

The draft law on Making Amendments to the RA Labor Code was also debated in the second reading.

It is proposed to establish clear and flexible procedures for organizing work remotely, with which the employers and employees will have options for organizing work under no less favorable conditions (keeping the labor rights and guarantees defined for employees) than work in fixed workplaces.

The term ‘remote work’ is defined, as well as the procedure and conditions for the implementation of remote work, the relations concerning the compensation of necessary equipment, materials or costs related to their acquisition.

According to the key rapporteur, the RA Deputy Minister of Labor and Social Affairs Ruben Sargsyan, after the first reading, the Government proposed substantive, editorial and technical amendments, which were adopted. A revised version of the bill has been submitted.

The Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan informed that a number of proposals were received during public debates and they were adopted as well.

The Committee members expressed their support for the draft laws and endorsed them.
