The human rights situation in the Russian Federation is further deteriorating

Strasbourg, 12.03.2024 – The Council of Europe’s Committee of Ministers is holding its quarterly meeting to oversee the execution of judgments and decisions from the European Court of Human Rights in Strasbourg from 12 to 14 March.

Cases proposed for detailed examination concern Armenia, Azerbaijan, Bulgaria, Croatia, Cyprus, the Czech Republic, Finland, France, Georgia, Greece, Hungary, Italy, Lithuania, Malta, the Republic of Moldova, Poland, Romania, the Russian Federation, the Slovak Republic, Türkiye and Ukraine.

Ahead of this week’s meeting, on 11 March, the Committee held an informal discussion with representatives of Russian human rights NGOs on issues relevant to the execution of pending judgments. It was the third such exchange since the Russian Federation was excluded from the Council of Europe in March 2022.

During the discussion, it was underlined that the human rights situation in the Russian Federation is further deteriorating. The Ministers’ Deputies participating in the event expressed their support to the speakers and to Russian civil society and human rights NGOs more generally for the work they are still undertaking in these difficult conditions.

Decisions taken by the Committee of Ministers during this week’s meeting will be published on the Council of Europe website on Friday 15 March.

Under Article 46 of the European Convention on Human Rights, judgments from the European Court of Human Rights are binding on the states concerned.

The Committee of Ministers oversees the execution of judgments on the basis of information provided by national authorities, applicants, civil society organisations, National Human Rights Institutions (NHRIs) and other interested parties.

Note 
Following its exclusion from the Council of Europe on 16 March 2022, the Russian Federation ceased to be a High Contracting Party to the European Convention on Human Rights on 16 September 2022.

As stated in its Resolution of 23 March 2022, the Committee of Ministers will continue to supervise the execution of the judgments and friendly settlements concerned and the Russian Federation is required to implement them.
