Institutional Complicity and Total Abdication of Duty: TAAL Demands Immediate Accountability from UNESCO for the Systematic Destruction of Armenian Cultural Heritage in Artsakh
The Truth And Accountability League (TAAL) issues this formal statement to forcefully condemn the United Nations Educational, Scientific and Cultural Organization (UNESCO) for its total, shameful abdication of its core mandate. While the historic Armenian churches, monasteries, medieval cemeteries, and cross-stones (khachkars) of Artsakh are systematically bulldozed, desecrated, and erased from history by the Azerbaijani regime, UNESCO has stood by and done virtually nothing. This institutional silence is not merely bureaucratic inertia. It is the continuation of a dark legacy of corruption, state-sponsored lobbying, and manufactured truths that has compromised the integrity of global cultural governance for nearly two decades.
We must call this failure by its true name: institutional complicity. The groundwork for UNESCO’s current paralysis was laid during the tenure of former UNESCO Director-General Irina Bokova. In 2017, international investigative journalists exposed the “Azerbaijani Laundromat,” a massive $2.9 billion slush fund utilized by the ruling elite in Baku to buy political influence across Europe and sanitize its egregious human rights record. At the center of this web of corruption was Irina Bokova’s husband, Kalin Mitrev, who received hundreds of thousands of euros from opaque, UK-registered Azerbaijani shell companies under the guise of private consulting work.
While these illicit state funds flooded private bank accounts, UNESCO under Bokova actively participated in laundering the international image of an autocracy. Bokova presented UNESCO’s highest honors to Azerbaijan’s leadership, accepted a $5 million state donation into UNESCO’s coffers, and hosted state-backed exhibitions at UNESCO headquarters deceptively titled “Azerbaijan – A Land of Tolerance.” Meanwhile, the Azerbaijani government was carrying out the absolute, total erasure of ancient Armenian heritage in Nakhchivan, pulverizing thousands of medieval khachkars and dozens of churches at the ancient Julfa Cemetery. UNESCO looked the other way.

Today, we are witnessing the catastrophic, real-time consequences of allowing international bodies to be neutralized by authoritarian wealth. Following the Artsakh Genocide (2020-2023), which culminated in the total forced displacement of its 150,000 native Armenian Christian residents, Azerbaijan has unleashed an unchecked campaign of cultural genocide. Independent monitors, including Caucasus Heritage Watch, continue to document the absolute demolition of historic villages, places of worship, and centuries-old cemeteries, including medieval monuments dating back to the 12th and 13th centuries.

“UNESCO has allowed its moral mandate to be bought, sold, and hollowed out by Azerbaijan’s petrodollars. When international bodies stay silent in the face of an active cultural genocide, they cease to be protectors of human history and instead become passive instruments of its erasure. We are witnessing a calculated, state-sponsored campaign to physically erase an entire ancient civilization from its ancestral lands. TAAL will continue to expose the manufactured truths and bought narratives that give political cover to this destruction. We demand that UNESCO break its silence, reject the corrupt legacy of the Azerbaijani Laundromat, and deploy an immediate monitoring mission before the ancient heritage of Artsakh is entirely wiped out.”
Worse still is the state-sponsored campaign of historical revisionism. High-level advisers to the Azerbaijani presidency openly parade foreign diplomats through ethnically cleansed cities, falsely relabeling ancient, indigenous Armenian monasteries as “Caucasian Albanian” structures. They aggressively scratch away original Armenian stone inscriptions, rewriting history to deny that Armenians ever lived on their ancestral lands.
Yet, UNESCO remains silent. The agency has failed to deploy a single independent verification mission to the region to protect these vulnerable monuments, ignoring binding orders from the International Court of Justice. By failing to act, UNESCO provides a shield of passive compliance to an ultranationalist dictatorship intent on erasing an entire civilization from the map.
TAAL was founded to expose the global apparatus of Bought Narratives and Manufactured Truths. We know that when international institutions prioritize security, energy, and commercial interests over objective truth, humanity loses. Reducing a documented, millennial civilization to “diverging narratives” to appease a wealthy aggressor is an act of intellectual cowardice.
On behalf of TAAL and all defenders of global human rights, we demand:
- An immediate, independent, and transparent investigation into the historical and ongoing influence of Azerbaijani state funding and lobbying within UNESCO’s heritage committees.
- The immediate deployment of an international, independent UNESCO monitoring team to Artsakh to inspect, document, and protect remaining Armenian churches, monasteries, and cemeteries.
- An explicit, formal condemnation by UNESCO of Azerbaijan’s revisionist “Caucasian Albanian” pseudo-history and the physical alteration of Armenian monuments.
Peace, reconciliation, and international law cannot be built on the foundation of ethnic cleansing and the deliberate erasure of history. If UNESCO wishes to retain a shred of moral credibility, it must break its silence, reject the corrupt legacy of the Azerbaijani Laundromat, and act before the ancient heritage of Artsakh is lost forever.
