One more disadvantageous offer for Armenia at the PACE Social Committee

On September 13, at the session of Committee on Social and Health of the Parliamentary Assembly of Council of Europe (PACE) held in Paris, this time, did not discuss the problematic report of Milica Marković regarding the Sarsang reservoir. Note that Azerbaijanis are putting this report into circulation from session to session, while the rapporteur has not yet visited Nagorno-Karabakh to get more information about the Sarsang reservoir. In the interview with Aravot.am, member of the Armenian delegation to PACE, PAP MP Vahan Babayan informed that there was no agenda item on the Sarsang Reservoir introduced to the Committee session, the co-rapporteur was also not present at the meeting.

Vahan Babayan conveyed the approach of the Armenian delegation that the rapporteur has to visit NKR and then submit the report to ensure that it is not one-sided. However, Mr. Babayan has expressed concern that Azerbaijan’s caviar diplomacy has done its dirty deal. In this respect, he said, “The latest consequences of the caviar diplomacy are seen in the PACE, and there is concern that that this could be a one-sided and already advance determined report. But we have repeatedly raised this issue, this issue was discussed both in the previous session and the session of the Committee and a decision was made that Milica Marković should visit Nagorno-Karabakh.” As said by Vahan Babayan, Azerbaijanis were relatively restrained in this session, they had raised issues related to their domestic problems and the Nagorno-Karabakh conflict. One more concerning offer was also discussed at the session: the idea of holding closed sessions. It was put to voting and failed.

We were curious to know whether Azerbaijan has its figure in this pie, Mr. Babayan replied, “The offer was submitted by the Chairman of the Committee, but I was against this initiative given the Sarsang Reservoir project that such important project should not be discussed behind closed doors.” Vahan Babayan informed that the report on Sarsang Reservoir can be re-submitted at the PACE autumn session on September 27-October 2 for consideration.
