Turkey seeks to complete the Armenian Genocide under the auspices of the Minsk Group

REFUGEES FROM AZERBAIJAN SSR DEMAND WITHDRAWAL OF TURKEY FROM THE MINSK GROUP

The prehistory of events.

The independence of Artsakh was proclaimed in September 1991 and Azerbaijan immediately unleashed a genocidal aggression against the population of Artsakh.

After that,- the first aggression of Azerbaijan against the Republic of Artsakh, the Minsk Group was formed and the Co-Chairmen of the Group were given an exclusive mandate for resolution of the conflict.

Among the countries entering the Minsk Group of OSCE at its formation on March 24, 1992, was one that was included against the will of the Armenian side. It was Turkey – the state that committed the Armenian Genocide in 1915, and although in 1919 at first it recognized the Genocide as a crime against humanity, but then, starting from 1921 pursued a cynical and unpunished policy of denial of the Genocide. Mr. Vladimir Kazimirov, a Russian diplomat and former Co-Chairman of the Minsk Group, testified that at the stage of preparation of the negotiation process in 1992, “the Turks were especially active and unequivocally supported Azerbaijan, ignoring the principle of impartiality of the Minsk Group.”

By intervening in the discussions and ignoring the principle of impartiality established in the Minsk Group, Turkey managed to exclude from the items of agenda the causes and consequences of the deportation of more than 800 thousand Armenian refugees from the Azerbaijan SSR through obsessive and exhausting “negotiations” with members of the Group. As a result of “diplomatic” efforts of Turkey, the Minsk Group “gave way” and excluded from the negotiation process the discussion of the crimes in Sumgait in 1988 and subsequent genocidal events in the Azerbaijan SSR against its citizens of Armenian origin.

Of those citizens escaping the genocide, – the refugees from Sumgait, Baku, Kirovabad, Gardmanik, Nakhichevan, Sheki-Shirvan, about 410 thousand settled in Russia, Europe and the USA, about 362 thousand ones settled in the Republic of Armenia, and 30 thousand settled in Artsakh under the protection of the Artsakh Defense Army.

Being de facto established as a state, the Republic of Artsakh ensured the realization of the right to statehood of Armenians who survived the genocide in the Republic of Azerbaijan.

The constitutional land of the Republic of Artsakh included the areas of the Nagorno-Karabakh Autonomous Region and 7 adjacent districts liberated in 1991-1994 as a result of the genocidal war unleashed by the Baku regime against Artsakh. We refer to these districts as liberated, since these had been unlawfully disjoined from historical Artsakh on June 6, 1921 when Karabakh was included by the decision of the Caucasus Bureau to the newly created Azerbaijan SSR.

Preparation of Azerbaijan for intervention

It is an indisputable fact that Azerbaijan was created in Bolshevik Russia in 1918 at the request of Turkey, which allegedly promised in return to assist in spreading of the World Communist Revolution in the Muslim countries of the Near East. Soon the Turkish units appeared in Azerbaijan to stage there numerous pogroms and massacres of Armenians, as well as of Lezgins and other peoples. Thus, from 20 000 to 22 000 citizens of Armenian origin was massacred in Shusha city by the “Turkic-Tatar askers” on March 20, 1920. So, in a hundred years the methods and goals of Turkey have not undergone any changes.

The latest manifestation of Turkey’s destructive role, incompatible with OSCE principles, is the   preparation of the Azerbaijani army in 2020 for a bloody aggression against the Republic of Artsakh, which is in the process of a peaceful settlement of the conflict under the control of the OSCE. And this was the case despite the fact that when discussing the situation with Erdohan, both the minister of Foreign Affairs of Russia and President Putin plainly stated that Turkey, as a member of the Minsk Group, should not make statements and undertake actions that increase the tension in the region, but on the contrary, should tend to reduce the tension. All actions of Turkey, such as: combat planning, repeated joint military exercises of Azerbaijani-Turkish units, the use of the command staff of Turkish army in the combats, the use of Turkish army arsenal of a member of the NATO alliance, the mobilization of banned terrorist formations for participation in hostilities against an independent country, can be qualified as the continuation of genocidal policy of Turkey, which its president explicitly stated in one of speeches: “We must continue the work of our ancestors.”

The independence of the Republic of Azerbaijan was recognized by the OSCE in March 1992 subject to the consent of Azerbaijan to determination of the status of the Nagorno-Karabakh Republic by the OSCE. But the status of the NKR has not yet been determined, and the exclusive mandate for suppression of the aggression has not been applied.

Since its inception, the Minsk Group has not been properly impartial and, under the influence of diplomatic intrigues and pressure from genocidal Turkey, avoided, in a traditional and two-faced manner, the censuring of Azerbaijan for its xenophobic policy towards Armenians.

Nursing plans.

The treacherous attack of the Azerbaijan army on September 27, 2020, with the direct participation, leadership and patronage of Turkey, violated the Helsinki Agreements, and even the Madrid principles, that were a priority for the Minsk Group of OSCE.

To advance the sovereign interests of Turkey and turn the region into a den of terrorists, Erdogan uses Turkey’s membership in the Minsk Group, resorting to such familiar fake anti-Armenian fabrications as the Azerbaijani lie about the “million refugees” or the non-use of terrorists. These, however, were widely as a tool of racial persecution of Armenians and they were promised to be granted by $100 for every Armenian, be it a prisoner of war or a civilian. Due to impunity, Turkey has lost its self-control and now, under the helpless gaze of Europe, “furiously” tries to spread the aggressive result of the genocidal aggression against the Republic of Artsakh to the territory of the Republic of Armenia, transforming its plans of aggressive aspirations into an unjustified demand for a through land road in the Meghri corridor, for the denial of which the National Assembly of the Republic of Armenia was already subjected to a gangster blood-shedding on October 27, 1999.

Taking advantage of the instability of situation in the world, Turkey is looking for loopholes to complete the Armenian Genocide of 1915 under the auspices of the OSCE Minsk Group. A hundred years later, Europe again faces the problem of the Armenian Genocide and the containment of Turkey.

In our appeal to the OSCE, we demand that you shake off your daze, be imbued with responsibility towards humanity, punish racist misanthropists and deprive them of the opportunity to commit new crimes, expel them from your ranks and take responsibility for organizing a new Nuremberg to prevent new genocides.
