Voting of draft law on compensation of damages caused to servicemen’s life and health postponed

On April 9, the regular sitting of the NA Standing Committee on Defense and Security moderated by Andranik Kocharyan was held.

The draft law on Compensation of Damages Caused to Servicemen’s Life and Health during the RA Defense authored by the NA deputies Gevorg Papoyan, Artak Manukyan was debated in the first reading.

Presenting the motivation of the initiative the key rapporteur Artak Manukyan has noted that is conditioned by the fact that the amendments made to the abovementioned law in December 2020 on objective reasons were passed through organization of two extraordinary sittings, and the NA deputies, stemming from the regulations of the constitutional law the Rules of Procedure of the National Assembly, objectively were deprived of the right to carrying out their proposals. Taking into consideration during the last war the challenges facing the fund as a consequence of compensation of damages caused to servicemen’s life and health, urgent need emerged for reviewing the approaches.

The observations voiced by the citizens became the reason for circulating the draft law, as well as the problems brought forth by the authors during the debates held in the National Assembly related to the issue of unequal distribution of the burden.

Certain reduction of the individual entrepreneur’s burden is proposed: they will pay 18.000 – 120.000AMD, the circle of those paying annually 18.000AMD will expand.

Essential improvement is designed for the physical persons, particularly those receiving from 100.001 to 150.000AMD name salary will monthly pay not 3000, but 2000AMD. Those receiving 150.000-300.000AMD will monthly pay not 5500, but 3000AMD. Those receiving 300.001-500.000AMD will monthly pay 5000AMD.

The key rapporteur Hayk Konjoryan noted that he had discussion with the draft law co-author Gevorg Papoyan, who proposed to postpone the voting for making certain corrections in the bill.

The key rapporteur Artak Manukyan also recommended to postpone the voting of the issue up to two months: “After overcoming the social-economic consequences of coronavirus and war these approaches will again be undergone changes.”

Thus, the proposals were accepted by the Committee, and the voting of the item was postponed up to two months.
