1897 students forcibly displaced from Nagorno Karabakh continue their education in relevant or related educational programs of various Armenian universities

Chairman of the Higher Education and Science Committee Sargis Hayotsyan and Press Secretary of the Minister of Labor and Social Affairs Zaruhi Manucharyan presented details from the “Humanitarian Center” of the Government on the processes aimed at realizing the right to education for persons forcibly displaced from Nagorno Karabakh. Zaruhi Manucharyan also answered the frequently asked questions of persons forcibly displaced from Nagorno Karabakh.

According to Sargis Hayotsyan, the Government of the Republic of Armenia is implementing two programs aimed at realizing the right to education for persons forcibly displaced from Nagorno Karabakh. Within the framework of the first program, by the decision of the Government, the procedure for providing scholarships for the full or partial compensation of the tuition fees for the 2023-2024 academic year of students forcibly displaced from Nagorno Karabakh after September 19 was approved. Currently, there are 4,640 forcibly displaced students from Nagorno-Karabakh in Armenia, of which 2,116 studied in higher educational institutions in Nagorno-Karabakh, and 2,514 in primary or secondary vocational educational institutions. As of January of this year, 1,897 forcibly displaced students studying in educational institutions in Nagorno-Karabakh are already continuing their education in relevant or related educational programs of various universities in Armenia.

The second program envisages tuition fee compensation for the citizens of Nagorno-Karabakh who are students of universities of the Republic of Armenia, whose family members were forcibly displaced from Nagorno-Karabakh. This program is also regulated by the Government’s decision, within the framework of which the procedure for providing tuition compensation for students enrolled in the paid system of educational institutions implementing primary, secondary, and post-secondary vocational educational programs until September 19, 2023 was approved. 844 beneficiaries are supported under this program.

Next, Zaruhi Manucharyan referred to the frequently asked questions and presented their answers.

– Can the pensioners of Nagorno Karabakh benefit from the pension and allowance back payment program?

– I would like to inform you that yes, people forcibly displaced from Nagorno Karabakh can also use the 10% refund program in case of case of non-cash transactions. If in the past citizens who used partner banks could benefit from refund program, a change has taken place since 2024, and all pensioners with cards can benefit from the program. Refund program can be used by both pensioners and allowance receivers: care allowance for a child up to 2 years old, 50,000 AMD support for the birth of the 3rd and each consecutive child, disability allowance, allowance in case of loss of a breadwinner, veterans’ honor payment, military award payment, family or social allowance recipients.

– Is it planned to implement a new social support program?

– The Ministry of Labor and Social Affairs has repeatedly stated that mid-term and long-term programs for persons forcibly displaced from Nagorno-Karabakh continue to be on the agenda, programs are being developed that will ensure the continuity of the current programs.

– If the pensioner changes the account number, when can he receive the pension on the new account?

– In case of any change of the account number or card, the citizen is requested to approach the regional center of the Unified Social Service and write an application, and from the following month the pension or allowance will be transferred to the new account.

– If the mother has 2 million AMD or more money, do her minor children benefit from the 50,000 AMD support program for consumer expenses, if the application was filled out by the mother?

I would like to inform you that the child is a beneficiary within the framework of this program, if the parent filling out the application is a beneficiary. In this case, if the mother is not a beneficiary of the program, the child cannot be a beneficiary either.

Summing up, Zaruhi Manucharyan referred to the statement issued by the Ministry, which urges forcibly displaced persons from Nagorno-Karabakh to refrain from submitting personal data, such as passport, public registration number, bank card data, in any unofficial source or platform in order to avoid fraud and cybercrimes.
