IT IS A MEMORANDUM

which our authorities are going to make electoral the post of the Yerevan mayor,
which they certainly won’t do.A document has been formed in the result
of the visit of the experts of the Commission of Venice, which give various interpretations.
Some political powers affirm that the Venetians don’t believe in the Armenian
authorities any more who try to cheat the European experts and to suit the Constitution
not to the European standards but to their own ambitions. The Venetians have already
made the coalition to sign a document by which the coalition will be obliged in
written form to honor the European commitments.For Tigran Torosian it is quite
clear: "Some people have too bad imagination about the collaboration and
try to give some interpretations by their narrow minded way of thinking. Memorandum
has often been used in the work with the Commission of Venice and it is an adopted
civil way of working. Memorandum is a document where the standpoints of the parties,
their agreements and further activities are recorded."Tigran Torosian
reminded that some memorandums had been formed with the Commission of Venice and
the last was in Strasbourg in April and it is recorded just there that the representatives
of the commission will come to Yerevan and discuss together the Constitutional
amendments after the first reading. The Commission of Venice considers in the
five points of the memorandum that the project of Constitutional amendments has
important omissions in the following three directions. First it is the mechanism
of counterbalance among the different powers of authority. Second is the way of
appointing of the Yerevan mayor. The next point is that the authorities of Armenia
intend to redesign the project by important amendments round the suggestions of
the Commission of Venice by the above-mentioned three directions. The project
will be produced to the working group of the Commission of Venice till 20 of June
before the second reading. IT is also mentioned in the memorandum that the second
reading of the agreed version must be held as soon as possible. It is also mentioned
that the Constitutional referendum will be organized no later than in October
2005. According to Tigran Torosian nobody suggests anything to anyone but
the achieved arrangements of their meetings are recorded and the positions of
the parties. The NA deputy chairman assured that the position of the Armenian
authorities wasn’t differ from the position produced I the first reading. There
is only a problem, the meetings, which had to take place on 1-2 of June, are postponed
on 23-24 of June, there is nothing new. We noticed that the authority would
have to take apolitical decision for adopting the suggestions of the experts of
the Commission of Venice. But taking into consideration some national way of thinking
of our authorities we think that it won’t take place. Neither the President nor
any official are going to refuse of his authorities. Tigran Torosian thinks that
there are omissions in three directions mentioned by the Commission of Venice.
The chairman of the Armenian delegation in PACE also said it mustn’t predict
and gloat: "Irrespective of everything all these refer to our country. That’s
right the authorities are much more responsible but if anything goes bad with
our country it is regretful for all of us. We must work, have a good project,
especially when we need in that document not only for honoring commitments towards
the CoE, not only for coming to agreement with the Commission of Venice but for
providing a good future for us and our country.
