According
to the chairman of the Helsinki committee of Armenia Avetik Ishkanian the executive
authority boycotts the activities of the RA Protector of Human RightsThe
reason of illegalities towards the RA protector of human rights is that the formation
of the institution of the Ombudsman was the CoE demand and not the wish of the
RA authorities. " It was an obliged step while if they wanted indeed to protect
the human’s rights they would provide for a free juridical authority in Armenia
before the formation of that institution,"- Avetik Ishkanian noticed. He
also reminded that the RA President appointed the ombudsman by which the protector
must be depended on the President. According to our interlocutor the mechanism
by which the protector of human rights appointed showed the unimportance of that
institution for the RA authorities. Anyway A. Ishkhanian is sure that "It
is much possible that if there was no problem with the CoE in connection with
the elections the Armenian authorities would appoint in that post any party or
nomenclature official like the NCTR chairman Grigor Amalian. "But the authorities
made a mistake. Perhaps the society had more hopes in connection with the ombudsman
but the expectations of the authority didn’t realize because the ombudsman tried
to help people. The authorities didn’t like it. The authorities didn’t want to
listen any bad thing about the juridical illegalities,"-A. Ishkanian assured
adding that it was the main reason that the ombudsman was attacked."As
regards the arrest of the official of the ombudsman’s office the A. Ishkanian
considered it amusing. "The office of the protector of human rights doesn’t
have any plenipotentiaries to take pressure on any businessman. I think that every
RA businessman has understood it. It is obvious that it has been done to compromise
the ombudsman for appointing in her place a person like Amalian,"- A. Ishkhanian
assured.
