Secretary of “Heritage” Party Stepan Safaryan declared yesterday.
OSCE Minsk Group cochair countries Foreign Ministry representatives presented the parties proposals on the conflict settlement in Madrid last year. Yesterday in “Hayeli” club “Heritage” faction secretary Stepan Safaryan described the 4th written proposal as a modification of phase version of 1997. “At this moment the approach round the conflict settlement is as follows; to separate those principles in the document, which have already been agreed. A few discrepancies are separated noting that they are for further negotiations. We know that the RA President agreed to give a “gentleman” signature to that document. RA Prime Minister also expressed his positive attitudes towards that document”.
But “Heritage” faction secretary considers this draft of the document dangerous: “In case of agreement, Armenia signs below a document where it is noted that our country has occupied territories. I should remind that those accusations have been oral before. And within the framework of the NK conflict, no document has been adopted before which would confirm that observation.”
Stepan Safaryan also noted that the forces which came to power in 1998 refusing the version of 1997 which made a great noise, today are ready to sign one of the modification of that same phase version”. He also noted: “The phase version of 1997 intended to yield 5 liberated territories among 7” and we agree to yield another two after 10 years.
Stepan Safaryan also stressed: “Though Vardan Oskanyan declares that he has no right to declassify this proposal, I should say just the opposite, the OSCE Minsk Groups cochairs have demanded for two years to declassify these documents and provide public assistance. So I think that this situation is a very serious challenge on the eve of the presidential elections.”
