After the war in 2020, the picture in the information field has not changed, we see the same information attacks with the same handwriting, Armenian human rights defender Kristine Grigoryan announced at the press conference, presenting “the Azerbaijani armed attack that started on September 13 and during the following days” as a result of the fact-finding mission carried out by the human rights defender’s office. “When the Azerbaijani side, starting from the mass dissemination of videos of torture, to the scale of disseminating some specific Armenian-hatred statements, conducts a very consistent policy,” Kristinne Grigoryan elaborated.
The first report was published by the HRD office on September 16, presenting the events of September 13-15. Today, Kristinne Grigoryan announced that the report also had a closed section in which the cases of torture recorded during those days were summarized. A report published two days ago is more complete. It has two more sections: in the first one, the cases of targeting the civilian population are presented, and in a separate section, cases of Armenian hatred are addressed. The closed part of the report again deals with cases of torture. All facts presented in the report are comprehensively verified.
The next important episode recorded by the HRD office refers to the fact that the European and international structures or individuals who in any way referred to the Azerbaijani aggression were subjected to Twitter attacks. “There are special groups. We have concrete evidence of the instructions they received, whose pages should be attacked, what kind of tweet should be responded to, and how? These prove once again that hybrid warfare is very real. The false theses that they introduce into the information environment, then, unfortunately, in many cases, they also find a response in the Armenian environment, are exaggerated and become very often in terms of terrorizing relatives, families, and in general, the population and the public, increasing the psychological pressure.”

Regarding hatred of Armenians, the HRD considers it significant that exactly on September 13, the day of the attack, a specific call was made by the ruling deputies of the Azerbaijani parliament to abolish Armenian statehood. All that evidence, with specific updated speeches, is in the HRD report. In a few days, the HRD office will publish a separate report on the psychological pressure on the settlements of Kut, Sotk, and Norabak in the Gegharkunik region, which were also the targets of the September attack. In this regard, the September cases were added to the June-July fact-finding mission of the HRD office.
“Azerbaijani armed forces, in different directions, this cannot be a coincidence, it is a script, a series of concrete actions controlled from a command point, at night, from the windows of residential houses, from their positions, they turn on strong lights through the windows of people’s houses. This is just an example of ongoing psychological terror. Or we have seen in many communities when they, from their high positions, burn wheels and release those burning wheels downwards towards villages and communities. In many cases, by specifically targeting and causing damage, for example, they burn the collected grass, and in such settlements, the only livelihood of people is cattle breeding or farming. Either they steal people’s pets, or they threaten Armenian civilians working in the field with loudspeakers.”
All this gives HRD a reason to assume that Azerbaijan’s goal is to depopulate these villages, so that people are forced to leave their communities out of fear. According to the HRD, the September attack showed that such behavior was preparing the ground for the aggressive war of Azerbaijan along almost the entire border of Armenia. “We have evidence that such phenomena are controlled, not the whims of one or two servicemen,” Kristinne Grigoryan summarized.
