“Armenia and Azerbaijan confirmed the recognition of mutual territorial integrity 1991 based on the 1991 Alma-Ata Declaration and to respect Armenia’s 29.8 thousand sq. km and Azerbaijan’s 86.6 thousand sq. km areas”. Charles Michel, the President of the Council of Europe, made such a statement, summarizing the negotiations with Pashinyan and Aliyev.
Naturally, the statement was received very negatively by those people who are not indifferent to the fate of Artsakh and Artsakh Armenians. Indeed, the fact that Pashinyan recognizes not only the “territorial integrity” of Azerbaijan (which, if desired, can be interpreted in different ways) but emphatically: “86.6 thousand sq. km area”, i.e., it also includes Nagorno Karabakh, gives Aliyev another additional “argument” to continue the blockade and, ultimately, to depopulate Artsakh. I hope our authorities are not so naive as to think that Armenians, as an “ethnic minority of Azerbaijan,” can live in Artsakh, even if they have such a desire. In short, Pashinyan’s agreement “86.6 thousand sq. km area” makes the genocide of Artsakh Armenians more likely.
The Armenian authorities and thousands of supporters understand that much, although they do not want to admit it out loud. But maybe they imagine that after that genocide, we will “live peacefully” on 29.8 thousand square kilometers of Armenia. They are probably not aware that Aliyev, even if he signs the mentioned document, does not recognize our 29.8 thousand, that he is not going to leave the RA occupied by his territory, that he demands “enclaves,” “the return of Azerbaijanis to Western Azerbaijan.” “Zangezur Corridor,” “compensation” of billions of dollars, etc.
Therefore, whatever is announced, and even if any document is signed due to the series of meetings at the highest level, Azerbaijan will continue the war. With or without the agreement, the situation will continue to develop in a disastrous scenario for us until the Armenian armed forces cannot resist the aggressor and throw him out of our land.

…The Alma-Ata declaration did not prevent Armenia from not recognizing Artsakh as part of Azerbaijan in 1991-2021. The “anti-Artsakh” character of that document emerged only now. The problem, therefore, is different from the content of this or that paper but the actual balance of forces. USA and Russia also recognized the territorial integrity of Yugoslavia and Ukraine with various declarations and other documents.
