“There will be 50 thousand healthy forces in Armenia, people who will sign.” Alvina Gyulumyan about “HayaKve.”

Recently, the signature collection of “HayaKve” was launched from the center of Yerevan. (‘HayaKve’ initiative group and its supporters attend the official start of the signature collection at the Kentron district administration of Yerevan, Armenia).

One of the fundamental points of the civil-legislative initiative “HayaKve” is that the inaction of the Armenian authorities in defense of Artsakh, the defeatist policy is considered a process contributing to the depopulation of Artsakh, which the criminal code should punish. One of the initiators of “HayaKve” is the former judge of the Constitutional Court, Alvina Gyulumyan, who told reporters that there would be 50 thousand healthy forces in Armenia, people who will sign. “Representatives of the Republic of Armenia, if they cannot support the realization of this right, then at least they should not hinder it. Any action taken to recognize the Republic of Artsakh as part of another state may prevent the final settlement of this issue.”

There is an International Court ruling regarding the opening of the Lachin Corridor, but Azerbaijan ignores it. Gyulumyan said that to implement any Court decision; there are mechanisms that must be implemented consistently. “If we are talking about the interim decision of the International Court of Justice, if the other side does not fulfill the requirements of that decision, then it is necessary to go all the way to the UN Security Council.

The Security Council is the competent authority that can issue an appropriate order or even apply certain coercive measures.” According to Gyulumyan, the issue of the interim decision by the ECHR should be raised in the Committee of Ministers so that they take measures against the delinquent state.
