In response to Russia’s continued aggression against Ukraine and its intensified strikes deliberately targeting civilians and civilian infrastructure, the Council today adopted additional restrictive measures against five individuals responsible for supporting Russia’s military and industrial complex in the context of its ongoing war of aggression against Ukraine.
The listed individuals hold senior positions in Russian companies active in the defence and military technology sectors, including through the development, production or supply of military technology and equipment used by the Russian armed forces in the war of aggression against Ukraine.
Among those listed is Ramil Nailevich Badgutdinov, General Director of JSC Serpukhov Plant Metallist, a company involved in the production of precision electromechanical components, including systems used in Russia’s Iskander-M ballistic missile.
The Council also listed Aleksandr Yurevich Dyukarev, General Director of JSC “Krasnoyarsk Machine-Building Plant”, a company involved in the production of ballistic missiles, including the RS-28 “Sarmat” missile system.

Other listed individuals include directors of Russian companies involved in the production of military communication systems and in the development of software for unmanned aerial vehicles and space-related military technologies.
Today’s listings were adopted under the EU’s restrictive measures framework targeting actions undermining or threatening Ukraine’s territorial integrity, sovereignty and independence. Those listed under this sanctions regime are subject to an asset freeze and the provision of funds or economic resources, directly or indirectly, to them or for their benefit is prohibited. Additionally, a travel ban to the EU applies to the natural persons listed.

Background
Today’s decision follows the European Council’s call of 18 and 19 June 2026 to step up pressure on Russia, including through the adoption of further sanctions, in response to Russia’s continued aggression against Ukraine and its intensified attacks, including large-scale missile and drone strikes targeting civilians and civilian infrastructure.
As reaffirmed by the European Council, the EU remains steadfast in its support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The EU will continue to provide comprehensive political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people.
