THE OBSERVERS’ APROACH IS THE SAME

NA Chairman Tigran Torosyan insists.

Tigran Torosyan declared before the lections that NA working group of different parties has been formed, which must co-operate with the international observers, reply to the alarms and check the noticed omission. But the activities of this group weren’t obvious during the elections. In answer to our question whether that group didn’t operate, NA chairman said: “Yes it didn’t. The secretariat of the group worked, prepared documents etc. But the group didn’t act for a simple reason.” And reminded an item from the interim report N 3 of the OSCE/ODIHR monitoring mission. According that item that working group has asked to be informed about the content of interim reports, but they have answered: “In case of giving the information the OSCE/ ODIHR respective methodology will be broken.” Tigran Torosyan noted on this occasion: “If they didn’t want, nobody could insist on it but he mentioned that before the formation of that working group, discussions have been made round it for about two months, and Mr. Sharohal has welcomed that initiative considering it very useful and Mr. Frlec considered it as a very interesting idea.

NA chairman sent a letter to Mr. Frlec after the third transitional letter, mentioning that “some of its records are groundless and has no connection with the electoral processes, they’re obviously invented and it seems that there are some intentions there”. Tigran Torosyan began alluding the observers’ conclusion after May 13 announcement as a proof that these elections were corresponding to international standards. Now the OSCE/ODI H R post election report has been published which is different from the previous reports and cast doubt the freedom and justice of the May 12 elections. In answer to the variety of reports, NA chairman said that his letter addressed to Frle c was about serious omissions: « I don\’t agree that the reports are various. I\’m sure that the general process is different but not their approach. And they should focus their attention on the omission in post-electoral period. There is a strange thing in the Armenian reality: people usually try to explain others\’ opinion as they want».

OSCE/ ODIHR monitoring mission, after its observation in 39 electoral commissions from 41, has noted that in case of 35 percent «the members of district commissions had some difficulties in filling the protocols of results, and it has been observed in 11 cases that the commission has committed a forbidden action, changing the original results”. NA Chairman explained the results of post-electoral report in this way: “Let’s record that there has been no omission in 65%. And difficulties in connection with the filling protocols don’t mean that the elections have been rigged. This means that there have been technical omissions. Unfortunately people in the commissions aren\’t able to do everything perfectly».
