Guess there have been violations in Vartan Oskanian’s Civilitas Foundation, they haven’t paid taxes and now law-enforcement bodies want to punish the guilty, they have opened a criminal case in that regard. In that case, a question arises, why no charges were brought against Vazgen Khachikyan, when the Supervision Chamber revealed 1157 violations and now he does his job as a professor, whereas large sums of budget money have been squandered? In this regard, Artak Davtyan, a Republican Party of Armenia (RPA) MP, started to explain that the charges had not been brought against Vartan Oskanian, “Let us call everything by its proper name. They have launched an investigation into those allegations and let us just follow the investigation.”
As for Vazgen Khachikyan’s case, according to Artak Davtyan, heated discussions took place at the time and that issue was raised by the Supervision Chamber, “You know, one case is about the functions of the Supervision Chamber and the other case is about the functions of the National Security Service (NSS), the allegations, into which the investigation has been launched, completely concern the functions of the NSS and this issue concerns the functions of the Supervision Chamber. I think that the distinction is more than clear.”
We inquired whether it was normal, when a former state official who had been accused of such serious violations resigned and got another job, and that would settle the matter. Let us remind that Artur Sukiasyan, the deputy head of the Nor Nork district office of the State Social Security Service, was arrested concerning Khachikyan’s case of revealed abuses. Artak Davtyan noted, “Do you think it is normal, when there is a certain fact, a certain offense, crime and that issue is not raised by the competent bodies, is not investigated and is not resolved.” In response to our observation that both were not normal, but why one scale pan outweighed the other, Mr. Davtyan said, “I don’t think that there is an issue of weighing scale pans. We deal with two phenomena and both of them differ from each other with their origin and nature, I believe.”

Mr. Davtyan didn’t agree, “I don’t share your opinion, an audit is carried out at everybody’s business, according to the organization and implementation requirements provided for by the law. Why do you think that no violation is revealed? Do you know that Natali Pharm was fined 50 million a few days ago or the CPS itself has been fined 100 million? We immediately bring to the field of politics what concerns certain people who at least today are not pro-government or raise issues regarding not sharing their views.”
