“We have presented quite serious recommendations and proposals, which have been mainly adopted, and I think that the final text can be met as an order that can be fairly presented to NA”, – said ARF leader Armen Rustamyan in the interview with Aravot.am addressing the meeting held with Speaker of the National Assembly Hovik Abrahamyan today, in the morning, during which the issue of participation of the Armenian delegation in various international organizations was discussed. The NA Speaker proposed that the so-called alternative principle of forming delegations, according to which, if any faction proposes x number of candidates, it also proposes an x list, from which the NA Speaker who has the authority to form delegations will have the opportunity to select from two lists.
To remind that after Zaruhi Postanjyan’s question to Serzh Sargsyan at the PACE, the Speaker of the National Assembly Hovik Abrahamyan has announced that they will withdraw Postanjyan from the opportunity to be included in the composition of the PACE Armenian delegation. Armen Rustamyan said that there is different number of forming delegations in different organizations, and it is not possible to accommodate all the factions among them, hence, the approach that the number of faction should be adequate for presenting proposals is fair. And the NA Speaker must make a choice based on specific criteria related to the charter of the organization, as well as on potential of working in given delegation. “At first, they presented an approach which was restricting the possibility of the factions, more leaving the opportunity of choosing on NA Speaker in respect to the parts where given faction may have a place within given delegation.
We wanted to say that if it attributed to the faction, the faction itself should decide whom to present, rather than presenting two persons and the Speaker will select. This proposal was accepted. Of course, some criteria were also defined that the party should present someone who will be involved and worked in actual activities of the delegation. One of the criteria is that given person should command one of the working languages functioning in the organization. And, if such persons are suggested who do not meet the charter of the international organization, or given criteria, the NA Speaker shall be entitled to consult with the factions to make changes in the staff of the delegation,” said Mr. Rustamyan. The new procedure of forming delegations will be ready today, by the end of the day or tomorrow morning.
