After the failure of the Kazan talks, the topic was widely covered by Russian “Kommersant” newspaper. The newspaper’s sources mention that the talks have revealed problems which the mediators had considered them agreed upon long ago, “There were both technical and substantive issues related, for example, to the status of Nagorno-Karabakh.”

Already after the Kazan meeting, Russian diplomatic sources had expressed an opinion to the newspaper that if in the near future, Azerbaijan and Armenia do not show determination to solve the accumulated problems, Russia will consider that the mediation mission for this phase is completed. Kremlin sources reported that actually Medvedev has presented an ultimatum to the parties: the tripartite summit is possible only in the case if the prepared project on Karabakh is signed there. The senior representative of Russian Foreign Ministry also explained, “The problem is not even the differences but the reality that the parties have changed their positions, already agreed upon matters several times. They should not have done such a thing… President Medvedev is so disappointed by the results of the Kazan meeting that he is ready to terminate all peace efforts on the Karabakh issue.” Here, Baku failed also the Kazan meeting. And after 2011, Azerbaijan’s bellicose statements were followed by specific actions: tensions in the contact line and Armenian-Azerbaijani border, the provocations began more intensive and more chronic nature. As a result of multi-billion dollar transaction of arms trade with Russia, Aliyev who day-by-day was becoming more impudent and “self-confident”, eventually, intended to show the world that he is not joking when saying that one day, the Nagorno-Karabakh conflict can be solved by military means. The four-day war unleashed by Aliyev in April was an attempt to prove it.
