The views regarding RA Prime Minister Karen Karapetyan’s government program are not unanimous.  Some people characterize it as a very realistic one and even rescuing, some people resemble it with the Communist Party Manifesto.  “Aravot” asked the producer of large-scale celebrations, Levon Ivanyan (pictured), his opinion about the government program, especially with regard to the cultural sector.  “Naturally, it is a concept paper aimed at the best wishes like all concept papers in general.  The business approach of the program is also apparent and is a result of a performed preliminary even though rapid research.  However, it seems we are dealing with “static” culture like before, and the presence of “dynamic” culture is almost not visible.

The point is again about the outdated approach of presenting Armenia as a “museum” country, and any desired prospect to become an actively working international center is not felt here too.  And most importantly for me, true highly subjective but the most important thing is the complete absence of exclusive glance for establishing a superpower of culture in Armenia without resembling with other countries, which means that the culture should again “wait patiently” allegedly other sectors develop and then its turn will come.  This has always been an unacceptable view for a man of culture.  It is desirable to see the day when the term culture is written on the first line and then the rest “derivative” areas,” – said the renowned artist.

Note that according to Karen Karapetyan’s government program, it was envisaged to have promotion of the economic component for the use of historical-cultural heritage and cultural values of cultural products and services with the use of international leading experience, provision of favorable conditions for presenting the culture of national minorities, support to publication of books and periodicals in these languages, inventory, documenting and supplementing the database for 400 Armenian historical-cultural monuments in foreign countries during one year, mapping and approval of 200 reservation zones of historical-cultural immovable monuments in Armenia, creation of a virtual information system of museums in 2017, conducting at least 90 cultural events aimed at the declaration of the Armenian culture in foreign countries and so on.

Earlier, education expert Samvel Karabekian, said about the educational component of the program that the many points are merely declarative in nature.  The “old-timer” of the education sector has also expressed a fear with regard to the documents elaborated by narrow circles of officials and other issues.
