In an interview with “Shant TV” “Perspective” program, politician David Shahnazaryan presented his vision of bringing the Republic of Armenia out from the political crisis. According to him, the best, and perhaps the only constitutional way out is the following: the three parliamentary forces of the National Assembly, the “Yelq”, the “Tsarukyan” alliance and the Armenian Revolutionary Federation, form a coalition and establish a minority government.
The Republican Party faction, the majority of the Parliament, according to preliminary arrangements with those forces, unconditionally accepts the laws of that government, including the constitutional amendments, but does not bear any political responsibility. All political responsibility is borne by the minority government, which will work until the new parliament is formed through early elections.
According to David Shahnazaryan, the government of the minority is a rather complicated solution even for countries with a developed parliamentary system of government, but our country is given an unprecedented opportunity to form such a government, which will further increase the already high prestige of our country in the international arena.
In this case Mr. Shahnazaryan attaches importance not only to the political coalition of the three forces supporting Nikol Pashinyan, which will form the government, but also the role of the Republican majority, which turns into opposition. The guarantor of all arrangements should be the President of the Republic of Armenia, who, according to Shahnazaryan, “has played and will still play an important and positive role” in the process of bringing the republic out from this deep political crisis.
