Accessing legal and notarial services can be particularly challenging for displaced persons, especially when dealing with lost documentation, citizenship applications, inheritance and property rights.
The Council of Europe brought together notaries, advocates and civil society representatives to discuss these challenges, exchange professional experiences and explore possible solutions.
The discussions focused on several key issues:
Citizenship applications: Challenges arising from lost documents and possible alternative ways of establishing the relevant facts.

Inheritance rights: Legal obstacles related to inheriting movable property left behind and the jurisdiction of Armenian notaries.
Property rights of minors: Concerns regarding the protection of children’s ownership rights under the housing programme.
Access to legal services: Practical and administrative obstacles faced by displaced persons in accessing notarial services and restoring missing documentation.
The workshop provided an opportunity to identify gaps in the existing legal and administrative framework and discuss issues requiring further attention and cooperation with relevant institutions. Participants highlighted the importance of exploring practical solutions to ensure the effective protection of displaced persons’ rights.
The event was organised within the framework of the Council of Europe project “Strengthening Human Rights Safeguards for the Displaced Population in Armenia”.
