There are different opinions surrounding the Civil Contract mayoral candidate’s loss in Kapan. There are people who think that the loss was based on the fact that a few days before the elections, former Deputy Police Chief Hunan Poghosyan was appointed Governor of Syunik. But the reality is that the picture was not looking good for the Civil Contract candidate weeks beforehand. According to several evaluations, the votes in favor of the non-political party affiliate Gevorg Parsyan were at 70-75 percent, whereas the votes in favor of Narek Babayan reached 20-25 percent. The Civil Contract party knew that rough elections were going to take place.
There are still several groups in Syunik whose influence on the people of the region is very high. The situation changed abruptly after Nikol Pashinyan’s visit to Kapan, but that was not enough to ensure the victory of the Civil Contract candidate.
Therefore, the results of the elections in Kapan showed that Nikol Pashinyan’s team, realizing that the possibility of their candidate’s loss was very high, did not try to falsify the election results in any way.
