- The number of applications allocated to a judicial formation slightly increased between 2018 and 2019 from around 43,100 to around 44,500
For Armenia, the number of new applications allocated to a judicial formation was 148, the number decreased by 11% compared to 167 applications in 2018.
- The number of applications communicated to member states fell by 16% compared to 2018 – from 7,646 in 2018 to 6,442 in 2019.
For Armenia, 63 applications were communicated to the Armenian government in 2019.
- The total number of applications on which the European Court has delivered a judgment in 2019 has decreased 20% as compared to 2018, from 2,739 to 2,187.
The European Court delivered judgments on 41 applications against Armenia (around 2.5 times more than 16 in 2018).
- The total number of applications which the European Court has declared inadmissible or struck out has decreased from 40,022 in 2018 to 38,480 in 2019.
For Armenia, 372 applications were declared inadmissible or struck out (which is more than five times more than 72 in 2018)
Pending cases [p128]
The stock of allocated applications pending before the Court increased over the year, from 56,350 to 59,800 – increased by almost 6%.
The countries with the highest number of pending cases pending were:
- Russia (approximately 15,037 cases, or around 1/4 of the total and increased by 22% comparing to 11,750 cases in 2018)
- Turkey (approximately 9,236 cases, or around 15,5% of the total and increase by 23% comparing to 2018)
- Ukraine (approximately 8,827 cases, or around 15% of the total and increase by 18% comparing to 2018)
- Romania (approximately 7,879 cases, or around 13% of the total and decrease by 7% comparing to 2018)
- Italy (approximately 3,071 cases, or around 5% of the total and decrease by 25% comparing to 2018)
Between them, Russia, Turkey and Ukraine accounted for more than 50% of the 59,800 pending cases.
For Armenia, there were 1,631 cases pending, a small decrease (by 14%) as compared to 1,901 in 2018. Armenia has remained in the top-ten states in terms of the number of pending applications.
Applications by country and by capita [p132-133]
The states with the largest number of new applications allocated to a judicial formation per 10,000 population in 2019 were:
- Montenegro (6.86)
- Bosnia and Herzegovina (5.09)
- Serbia (3.10)
- San Marino (2.86)
- Republic of Moldova (1.79)
For Armenia, this indicator was 0.50 applications in 2019 per 10,000 population, comparable to the European average of 0.53.
The states with the fewest applications allocated to a judicial formation per 10,000 population were:
- The United Kingdom (0.05)
- Germany (0.07)
- Ireland (0.08)
- =France, Denmark (0.10)
- Belgium (0.12)
Violations by article and state [p136-139]
There were 884 judgments delivered by the European Court in 2019, of which in 791 (around 90%) at least one violation of the European Convention of Human Rights was found.
The states with the most judgments finding at least one violation in 2019 were:
- Russian Federation (186)
- Ukraine (109)
- Turkey (91)
- Romania (56)
- Republic of Moldova (39)
For Armenia, there were 20 judgments, out of which in 18 at least one violation was found. This is an increase as compared to 16 judgments in 2018.
NB: the number of judgments does not coincide with the number of applications on which the judgments were delivered, because sometimes a judgment is delivered on a group of applications.
Across Europe, there were 22,535 judgments between 1959 and 2019, of which 18,978 (84%) found at least one violation of the convention.
The states with the most judgments finding at least one violation between 1959 and 2019 were:
- Turkey (3,225)
- Russia (2,551)
- Italy (1,843)
- Ukraine (1,383)
- Romania (1,329)
For Armenia, total number of judgments delivered between 1959 and 2019 was 123, in 112 out of them at least one violation was found. The highest number of violations related to the right to a fair trial, and right to liberty and security.
