“Whenever the Peace Agreement is signed, one of the provisions of which or one of the subsequent processes will be the phenomenon of demarcation-delimitation, the issues of enclaves will be considered in that context. What legal grounds are there will be discussed because, for an enclave or any area, there should also be legal grounds, what we have with them, what they have with us,” Minister of Territorial Administration and Infrastructures of Armenia Gnel Sanosyan stated in a briefing with journalists in the National Assembly.

It should be noted that Nikol Pashinyan, in one of his press conferences, answering the question of whether the so-called enclaves are included in the 86.6 thousand square kilometers of territory of Azerbaijan, which the RA authorities have declared that they recognize, answered: “Yes, because 29,800 square kilometers also include Artsvashen. Enclaves are also included in 86,600 square kilometers. Gnel Sanosyan said that, first of all, the issue of Artsvashen should be discussed. To the observation that Artsvashen does not have the strategic importance for RA that other settlements have, the Minister of Territorial Administration and Infrastructures replied: “I also say that these processes can be clarified and solutions and decisions can be made after the work of the relevant working groups.” When asked if the government does not assess the risks today, he answered: “We assess various risks, we discuss them, we do some work in that direction, but not everything needs to be talked about and raised.”
